Question Hour Meant Only for Q&A, Not Debate: Speaker Devnani
Jaipur, February 2026 : Vasudev Devnani, Speaker of the Rajasthan Legislative Assembly, on Thursday issued a clear directive during House proceedings, stating that the purpose of Question Hour is strictly to obtain answers to questions raised by members, and not to indulge in debates or prolonged discussions.
The Speaker emphasised that Question Hour is a vital component of the democratic process, enabling elected representatives to seek factual information from the government on matters of public interest. He cautioned members against unnecessary arguments, allegations, or digressions during this period. Urging adherence to established rules and traditions, Devnani said legislators should pose brief and precise questions, while ministers should provide accurate and relevant replies confined to the subject at hand. This, he said, would ensure smooth, dignified, and effective conduct of House proceedings.
Devnani added that maintaining the decorum of Question Hour is a collective responsibility of all members and plays a key role in strengthening the functioning of the Assembly in line with public expectations.
He further reiterated a previous ruling that supplementary questions must be directly related to the original question, and that each member is permitted to ask only two supplementary questions.
Meanwhile, young author Harsh Vardhan Pandey presented a copy of his latest book, Umra 18 Ki, to Speaker Devnani. The Speaker congratulated the author and extended his best wishes for his literary journey.
