AI Enables Face Recognition, Exposes Dummy Candidates and Habitual Offenders in Rajasthan

Jaipur, February 2026 : While several states across the country are beginning their artificial intelligence (AI) journey with basic chatbot-based platforms, the Rajasthan government under the leadership of Chief Minister Bhajanlal Sharma has moved significantly ahead. After successfully operating AI-based chatbots, the state has now taken a major leap by deploying advanced computer vision–based AI applications. The Department of Information Technology and Communication has achieved expertise in complex face similarity search technology and implemented it in governance and law enforcement, with encouraging results already emerging.

Commissioner of the Department of Information Technology and Communication, Himanshu Gupta, said that the department’s Software Development Centre has successfully deployed a series of computer vision–based AI face similarity search solutions. These systems are proving to be a significant milestone in the use of advanced technology for public service delivery, law enforcement support, and citizen safety in the state.

Ensuring Integrity in Examinations

To address the growing challenge of dummy candidates appearing in competitive examinations, the department has developed an AI-powered face similarity search system. Through this application, photographs of suspicious candidates can be matched against an existing database of nearly five million registered candidate records. High-accuracy facial similarity matching has already helped agencies identify potential cases of impersonation. This AI initiative is strengthening the credibility and integrity of public recruitment examinations and reinforcing the state government’s commitment to transparent and fair selection processes.

Easier Identification of Habitual Offenders

Another AI-driven face similarity search system has been deployed to assist law enforcement and crime investigation agencies in identifying habitual offenders. Using this application, images of suspects can be matched with a criminal database containing nearly one million photographs. This has made it easier to identify individuals involved in multiple criminal cases. The AI-enabled system is proving useful in pattern recognition, surveillance of repeat offenders, and accelerating investigative processes.

Rapid Identification of Unclaimed Bodies

As part of a humanitarian and public welfare initiative, the department has also implemented a face similarity search solution to help identify unclaimed bodies. The application enables photographs of unidentified bodies to be matched with missing persons records, criminal databases, and other image repositories. This initiative highlights the sensitive and humane use of advanced AI technology for social impact and public welfare.

Supporting Good Governance and Innovation

All these AI applications developed by the Department of Information Technology and Communication have been deployed in an air-gapped environment at the Rajasthan State Data Centre with high-level security. Comprehensive measures such as audit logging and traceability, data protection and privacy safeguards, and ethical and responsible AI usage have been fully ensured. The department remains committed to driving innovation-led transformation and providing scalable, secure, and effective digital solutions to government departments and agencies across the state.
