SEK 230 Million In Humanitarian Aid To Ukraine.
Stockholm; February 2026: The Swedish Government is today presenting a new humanitarian aid package to Ukraine of SEK 230 million for 2026. The support will be distributed between the United Nations World Food Programme (WFP), the United Nations High Commissioner for Refugees (UNHCR), the United Nations Children’s Fund (UNICEF), the International Committee of the Red Cross (ICRC) and Save the Children. The aid package will meet urgent needs for heat, water, shelter and food in Ukraine.
“This winter, Russia has attacked Ukraine’s civilian energy infrastructure on a scale we have never seen before. Families are freezing in powerless apartments in Kiev, Kharkiv, Mykolayiv and other cities. They are facing an impossible choice that no one should have to make: leave everything behind or stay and risk the highest price. That is why we are presenting a strength package that protects Ukrainian resilience and gives a glimmer of hope to the most vulnerable”, says Minister of Development Assistance and Foreign Trade Benjamin Dousa.
The Ukrainian people are now experiencing a fourth winter of war, the coldest winter to date since the full-scale invasion began on February 24, 2022. Russian attacks on energy supplies have led to a humanitarian crisis in major cities. Millions of civilians are without electricity, heating and water. In Kiev alone, over 3,000 buildings have been declared uninhabitable after damage from Russian drone and missile attacks.
According to UNHCR, hundreds of thousands of people could be forced to flee in the coming months if the situation does not improve. At the same time, the humanitarian situation in frontline communities remains very serious. It is therefore crucial to strengthen humanitarian support to prevent further displacement and protect the Ukrainian civilian population.
The humanitarian aid package of SEK 230 million is being distributed among five partner organisations, reaching both frontline areas and regions with the greatest needs. There, the support will be used to alleviate the immediate consequences of the Russian attacks on the energy infrastructure in Ukraine. Sweden’s humanitarian aid is crucial at this urgent stage and also complements the very extensive support to Ukraine’s energy sector. The humanitarian aid package is financed within the framework of the development assistance budget.
This is how the humanitarian aid package totalling SEK 230 million will be distributed for 2026 –
UN World Food Programme (WFP), SEK 75 million: Contributes to secure food supplies for 600,000 people along the front. Supports bakeries so they can continue to operate. Provides cash assistance so that destitute Ukrainians can buy food where there are markets.
UN Refugee Agency (UNHCR), SEK 75 million: Provides emergency support to 2 million of the people who have been forced to flee their homes: temporary housing, blankets, sleeping bags and warm clothing. Also offers psychosocial support to deal with trauma.
UN Children’s Fund (UNICEF), SEK 65 million: Contributes to enabling children to continue their education, including by building shelters in schools. Also provides support to families with children, including temporary repairs to damaged homes and heat sources.
International Committee of the Red Cross (ICRC), SEK 10 million: Supports primary care with medicines and equipment. Helps protect civilians and locate missing persons. Distributes heat packages to those in need.
Save the Children, SEK 5 million: Focuses on children’s mental health and provides psychosocial support to children to alleviate the traumatic effects of war. Contributes to ensuring that families with children have heat sources and homes that protect against the cold. Supports children’s opportunities to continue schooling or compensates for school absences.
The funds of SEK 230 million are earmarked for the 2026 budget year within existing core support agreements.
