Sports Minister Pu Lalnghinglova Hmar Launches ‘EMS Online Application’
Aizawl, February 2026: Sports & Youth Services Minister Lalnghinglova Hmar today launched the EMS Online Application on the EMS website ems.mizoram.gov.in, enabling aspirants seeking training/coaching under Empowering Mizoram Sports (EMS) to apply easily through their mobile phones. The launch event was held at the Minister’s Office Chamber and was attended by officials from the Sports & Youth Services Department, the Mizoram State Sports Council, and other dignitaries.
The Minister stated that EMS is a crucial government initiative to help Mizo youth advance in sports and to ensure greater participation of Mizo athletes when India hosts the Olympic Games in 2036. He said the government aims to implement a comprehensive, state-wide sports coaching and talent identification programme—especially to identify talented children aged 8–15 from remote areas who have not received proper training—and nurture them to represent Mizoram and India.
Key Information on Empowering Mizoram Sports (EMS)
- EMS was launched on January 14, 2025 by Chief Minister Lalduhoma.
- A formal kick-off was held on December 1, 2025 at Ramhlun Indoor Stadium, presided over by Home Minister K. Sapdanga.
- Throughout December 2025, Trainers’ Training programmes were conducted. In collaboration with JICA India, a Coach Development Programme was organized at Hawla Indoor Stadium.
- Expert coaches from Nippon Sports Science University, including Professor Masumitsu Ito and his team, trained 40 Mizo coaches.
- To ensure wider participation, the EMS website’s online coaching application facility was opened today, February 26, 2026.
The Government of Mizoram continues to make steady progress in sports with a clear vision. Grassroots training is being prioritized so that Mizo youth can participate in major global competitions, including the 2036 Olympic Games. EMS is being designed and implemented in line with the state’s Vision 2036 Olympic Games.
- Funding of ₹2.50 crore has been sanctioned for EMS under The Mizoram Bana Kaih (Hand Holding) Scheme—Participative Planning and Innovations for Sustainable Development component.
Coaching Structure
- Under EMS, children aged 8–15 years across Mizoram will receive basic coaching.
- Each coaching cycle will last 15 days, with 3 hours daily, totaling 45 hours.
- The 8–15 age group has been chosen as it aligns with peak physical and mental development by 2036.
Priority Sports Disciplines under EMS
- Archery
- Judo
- Boxing
- Hockey
- Badminton
- Taekwondo
- Weightlifting
- Wrestling
EMS will be implemented in Public–Private Partnership (PPP) mode. The government will provide coaches, their honorarium, and sports equipment.
- Interested coaches can apply online via the EMS website. Coaches will be deployed based on suitability, without favoritism.
- Host villages/communities will bear local travel (fare), accommodation, and food costs during coaching—encouraging community ownership and participation.
EMS will be rolled out in phases. After the 15-day training, district- and state-level competitions will be organized. High-performing talents will be selected for intensive residential training.
The programme will be supported by robust documentation, data management, grading, and feedback systems. The EMS website was developed with consultancy support from Angels Business Promoter to ensure a user-friendly and comprehensive platform.
How to Apply for Training via the EMS Website
- Visit https://ems.mizoram.gov.in and open the Training Application Form.
- Enter village/locality, district, and RD Block details.
- Provide guardian’s name and contact number.
- Select the desired sports discipline(s); use Add Discipline to choose more than one.
- Carefully read Important Information and click Submit.

Coaches/trainers under EMS will be selected in collaboration with State-level Sports Associations.
Other Initiatives Linked to Empowering Mizoram Sports
1. Grassroots Sports Development Programme (GSDP)
On January 13, 2025, the Mizoram State Sports Council and Samagra Shiksha Mizoram signed an MoU.
Under this, GSDP has been successfully implemented across Mizoram since August 21, 2025. The programme focuses on structured sports training in government schools. At 46 centers statewide, over 1,000 students aged 6–14 are being trained in selected disciplines, with pathways to EMS for high-potential talent.
2. Inclusion of Olympic-Linked Disciplines in State Games
To align with EMS objectives, Olympic-relevant disciplines have been added to annual state games:
- Tuipuiral Games 2025: Boxing, Archery
- Tuichangral Games 2025 (ages 8–16): Boxing, Wrestling, Weightlifting
- Tuipuiral Games 2026 (under 16): Boxing, Archery, Weightlifting
- Tuichangral Tournament 2026 (April, Khawhai; ages 8–16): Boxing, Wrestling, Weightlifting
