Government to Issue Clarification Order on Ban of Non-Biodegradable Artificial Flowers: CM Devendra Fadnavis

Mumbai, Feb 2026 : The use of artificial flowers made from any non-biodegradable material is banned, and to remove any ambiguity regarding this decision, a detailed Government Resolution will be issued soon, Chief Minister Devendra Fadnavis said in the Legislative Assembly. He added that the resolution would also include provisions for action against decorators and large marriage halls that use such artificial flowers for decoration.

The Chief Minister was responding to a calling attention motion raised by MLA Vikram Pachpute regarding the manufacture, sale and use of artificial flowers and plastic items.

Fadnavis said that artificial flowers cause environmental damage and also hurt farmers, as the demand for natural flowers declines. Keeping this in mind, the Environment Department will take strict action, and if required, other departments will also be involved in the enforcement process.

He clarified that there is no decision to shut down the Dadar flower market in Mumbai. He said some misunderstanding may have arisen during anti-encroachment drives at certain locations. Instructions will be issued immediately to the municipal corporation to ensure that the flower market continues to function smoothly. He emphasised that the decision is important from the perspective of environmental conservation, protecting the interests of local flower growers, and preserving traditional culture.

Replying to the discussion, Environment and Climate Change Minister Pankaja Munde said that a ban on non-biodegradable plastic items is already in force across the state. If the chemicals used in artificial flowers are found to be harmful to human health, strict action will certainly be taken against those responsible. She informed the House that so far, 4,135 tonnes of plastic waste have been seized and fines amounting to around ₹25 crore have been recovered. Violations have been detected at nearly 92,000 locations, and penal and punitive action has been initiated against the offenders.

She further stated that plastic and thermocol items are banned throughout the state, and local self-government bodies as well as citizens should actively participate in this campaign. The use of eco-friendly decorations, reusable materials and natural flowers will be encouraged at weddings, festivals and public events. The state government will soon announce new guidelines and an implementation mechanism in this regard. She also noted that, in connection with the Holi festival, the Environment Department will conduct awareness campaigns to promote the use of eco-friendly colours.
