Uttar Pradesh Prepares Master Plan Linking Cow Protection With Large-Scale Employment Generation

Lucknow, May 2026 : Under the leadership of Chief Minister Yogi Adityanath, Uttar Pradesh is set to launch its first large-scale, structured model for cow protection that also integrates rural employment, women empowerment, and organic farming. The state government has prepared a comprehensive master plan aimed at transforming cow shelters (gaushalas) into centres of rural prosperity and economic activity.

Women to Play Key Role in Cow Protection Drive

As part of the initiative, more than 7,500 gaushalas across all 75 districts of the state will see the deployment of “Krishi Sakhis” (agriculture companions). Women associated with the Uttar Pradesh State Rural Livelihood Mission will play a central role in this programme, actively participating in cow protection and related livelihood activities.

The government’s vision is to ensure that rural women not only contribute to cow care but also become stakeholders in developing gaushalas as self-reliant units of income generation and rural development.

To strengthen implementation, women will be trained at the state level and developed into master trainers. These trained women will further conduct capacity-building programmes in villages, ensuring widespread participation and knowledge transfer.

Gaushalas to Become Centres of Rural Prosperity

According to Shyam Bihari Gupta, Chairman of the Uttar Pradesh Gau Seva Commission, the state’s strategy focuses on converting gaushalas into integrated models of employment and organic agriculture.

Cow dung collected from gaushalas will be systematically used for large-scale production of organic fertilisers. Women-led units will be responsible for operating these production centres, thereby creating sustainable livelihood opportunities in rural areas.

This initiative is expected to simultaneously strengthen cow protection efforts and generate significant employment, especially for women, making them financially independent.

Boost to Organic Farming and Reduced Agricultural Costs

One of the key objectives of the programme is to promote organic farming across the state. Large-scale production and use of organic fertilisers are expected to reduce farmers’ dependence on chemical fertilisers.

This shift will help lower farming costs, improve soil health, and enhance agricultural productivity. In the long term, it is expected to increase farmers’ income and ensure the availability of healthier and safer food for consumers.

The initiative is being viewed as a comprehensive “Cow Prosperity Mission” that connects rural development, agriculture, women empowerment, and animal welfare into a single integrated framework.

Women-Led Model for Sustainable Development

The Uttar Pradesh government aims to make this initiative a people-driven movement, with women playing a leadership role rather than just a supportive one. Krishi Sakhis associated with the rural livelihood mission will serve as the backbone of the programme.

Officials believe that by linking cow protection with economic activities, the state can create a long-term, sustainable rural development model. The initiative is also expected to significantly transform the rural economy and establish Uttar Pradesh as a leader in organic farming and cow-based economic systems.
