Xi Jinping and Vladimir Putin Sign Joint Statement to Deepen Strategic Ties, Push Forward Stalled Gas Pipeline Plans

Beijing, May 2026: Chinese President Xi Jinping and Russian President Vladimir Putin on Wednesday signed a joint statement in Beijing aimed at further deepening their comprehensive strategic partnership, with a strong focus on expanding cooperation in trade, energy, and technology.

The meeting marked another step in strengthening China–Russia relations, as both leaders also discussed long-delayed plans for the Power of Siberia 2 natural gas pipeline. However, no final agreement or implementation timeline was announced. Russian officials said the two sides had reached a “general understanding” on key aspects of the project, including a potential route through Mongolia and broad construction frameworks.

According to officials, the proposed pipeline could carry up to 50 billion cubic metres of gas annually from Russia’s Yamal gas fields to China, potentially covering around 12 per cent of China’s projected gas demand. Despite this scale, the project has remained stalled for years due to disagreements over pricing, long-term supply commitments, and financing arrangements.

Recent discussions between Russia’s Gazprom and the China National Petroleum Corporation have reportedly produced a preliminary understanding, but key commercial details remain unresolved. While the two sides have repeatedly expressed interest in advancing the project, Beijing has continued to take a cautious stance, seeking favourable pricing and diversified energy supply options.

During the Beijing talks, Xi and Putin also oversaw the signing of more than 20 bilateral agreements spanning sectors such as trade, energy cooperation, digital technology, and industrial development. The two countries additionally issued a joint declaration advocating a “multipolar world order,” reflecting their shared position on reshaping global governance structures.

In the statement, both leaders criticised what they described as unilateral actions and military adventurism by certain countries. Although not explicitly naming any state, the language was widely interpreted as a reference to Western interventions in global conflicts. The statement condemned the use of force in international relations, regime-change operations, and attacks carried out under the pretext of negotiations, asserting that such actions violate the United Nations Charter.

The joint declaration also reiterated Russia and China’s positions on the Ukraine conflict. It stressed the need to address what Moscow calls the “root causes” of the war, while still emphasising adherence to the UN Charter. Analysts say this dual framing reflects China’s attempt to balance strategic alignment with Russia while avoiding direct endorsement of the invasion.

The talks highlighted both unity and limits in the partnership. While Xi and Putin presented a strong image of alignment and mutual trust, international observers noted that no major breakthrough was achieved on energy deals, particularly the pipeline project that Russia has long sought to finalise.

For Moscow, the pipeline is a strategic priority as it seeks to redirect energy exports from Europe amid Western sanctions linked to the Ukraine conflict. China, however, remains cautious about over-dependence on Russian energy and continues to negotiate from a position of leverage as its energy demand structure evolves.

Despite the absence of a final pipeline agreement, the Beijing summit underscored the growing coordination between the two powers, both of whom continue to position themselves as advocates of an alternative global order amid rising geopolitical tensions.
