Chief Minister C. Joseph Vijay’s Punctuality Drive Reshapes Work Culture at Tamil Nadu Secretariat
Chennai, May 2026: Since taking office, Tamil Nadu Chief Minister C. Joseph Vijay has brought a strong emphasis on punctuality that is steadily reshaping the administrative work culture at the state Secretariat, prompting several departments to tighten attendance rules and reinforce workplace discipline.
Officials said the Chief Minister has maintained a consistent daily routine since assuming office, arriving at the Secretariat between 9:45 a.m. and 10:00 a.m. on weekdays and generally continuing official work until 4:30 p.m. or 5:00 p.m. after completing meetings and engagements.
His disciplined schedule is now being reflected in administrative reforms across departments, with officials initiating stricter attendance monitoring systems to ensure staff report on time and offices begin functioning promptly at the start of the working day.
The Food and Civil Supplies Department was among the first to formalise these changes. In an official order issued by Additional Chief Secretary P. B. Saravanakumar, employees have been instructed to report for duty on or before 9:50 a.m., while office assistants must be present by 9:30 a.m.
The order also outlines a structured attendance system in which Under Secretaries are required to close attendance registers and submit consolidated reports to the office proceedings section before 10:00 a.m. These records are then forwarded to the Additional Chief Secretary’s office for monitoring and compliance review.
The circular clearly states that disciplinary action will be taken against employees who fail to adhere to the revised punctuality guidelines, signalling a stricter administrative approach aimed at improving efficiency and accountability.
Sources within the Secretariat indicate that similar instructions are being circulated across other departments as part of a broader administrative push to improve punctuality, streamline workflow, and enhance governance standards.
However, the new system has also led to concerns among some employees regarding commuting challenges. Several Secretariat staff members who travel through the Kamarajar Salai and Marina Beach stretch reported that traffic restrictions imposed during the Chief Minister’s convoy movement often cause delays during peak morning hours.
Officials noted that the Chief Minister’s convoy typically passes through the Marina Road corridor between 9:30 a.m. and 9:45 a.m., which coincides with the reporting time for many government employees, adding to morning congestion and delays.
Some employees have also pointed out that previous Chief Ministers, including M. Karunanidhi, J. Jayalalithaa, and M. K. Stalin, generally arrived later in the morning, which allowed comparatively smoother commuting conditions for staff.
Despite these concerns, the administration maintains that the new focus on punctuality is part of a wider governance reform strategy aimed at improving discipline, productivity, and efficiency in public administration.
Officials believe that the Chief Minister’s personal example is setting a tone of accountability that is gradually transforming workplace culture across the Secretariat and beyond.
