Maharashtra’s Mother of the People: Punyashlok Ahilyadevi Holkar

Mumbai, May 2026 : The history of Maharashtra has been blessed with the glorious legacy of many great saints, social reformers, and ideal rulers. One such unique and inspiring personality in that radiant tradition is Punyashlok Ahilyadevi Holkar. In her personality, a beautiful blend of public welfare, justice-loving nature, devotion to religion, and efficient administration can be seen. That is why history has conferred upon her the titles of ‘Lokmata’ and ‘Punyashlok’.

Ahilyadevi Holkar was born on 31 May 1725 in a village called Chondi in Maharashtra. Her father Mankoji Shinde was the village head (patil). At that time, there was not much practice of educating girls; however, Mankoji Shinde gave Ahilyadevi education in religion, morality, and practical knowledge. From childhood itself, qualities of compassion, charity, and leadership were visible in her. It is said that Maratha Empire’s brave commander Malharrao Holkar once saw young Ahilyadevi worshipping in a temple with devotion and was impressed by her qualities, and arranged her marriage with his son Khanderao Holkar. After marriage, she came into the Holkar family of Malwa region. Her married life was spent in Indore and Maheshwar regions.

Many difficult situations came in Ahilyadevi’s life. Her husband Khanderao died in war. After that, her father-in-law Malharrao Holkar also passed away. Later, her son Male Rao also died. Recovering from this great sorrow, she took the responsibility of administration on her own shoulders. At that time, it was considered extremely difficult for a woman to run a kingdom; however, Ahilyadevi managed the entire Malwa region efficiently with her intelligence, courage, and administrative skills.

She ruled from 1767 to 1795. Her capital was Maheshwar. In her administration, people’s welfare had the highest priority. She used to listen to public complaints daily and give immediate justice. For protection of the poor, farmers, traders, women, and weaker sections, she took many decisions. Many stories of her justice are famous. While delivering justice, she never showed bias. Even against her own relatives, she gave decisions based on the principles of justice. Therefore, immense respect was created among the people for her. Her principle was that “a ruler must work for the happiness of the people.”

Ahilyadevi’s identity is not only as an efficient administrator but also as a welfare-oriented and religious ruler. She built many temples, ghats, dharamshalas, wells, and resting places for pilgrims across India. From north to south India, the imprint of her charitable work can be seen. Considering drinking water for people, irrigation for farming, and water facilities for pilgrims, she constructed wells, stepwells, lakes, tanks, and water stations in various parts of the country. At a time when regions were divided, she worked to spread “brotherhood” in India. She contributed significantly to the reconstruction of Kashi Vishwanath temple. She also built ghats, temples, and dharamshalas in Somnath, Gaya, Ujjain, Nashik, Dwarka, Rameshwaram, Ayodhya, and Haridwar. Many ghats in Varanasi still bear witness to her work. Trade and agriculture developed in the state. She gave special attention to roads, water supply, markets, and security systems. Because of this, the Malwa region became economically prosperous. There was no corruption in her administration.

Ahilyadevi’s firmness and brave leadership were seen in many situations. In war-like situations, she personally led the army. While defeating enemies, she set an example of courage and strategy. She broke the limited social notions about women’s leadership through her work.

In Indian history, many influential women existed in her time. But due to her combination of welfare governance and religious-social work, Ahilyadevi holds a special place.

Ahilyadevi was given the title ‘Punyashlok’ because she tried to free her people from suffering and make them happy. A ruler who dedicates life for people’s welfare is called ‘Punyashlok’. Because of her work, she remains in people’s hearts as ‘Lokmata’.

The Maharashtra government has also honoured her work in various ways. On her 298th birth anniversary, Ahmednagar district was renamed as ‘Ahilyanagar’. On 13 March 2024, this decision was taken in a cabinet meeting. On the occasion of her 300th birth anniversary year, a special cabinet meeting was held in Chondi. Crores of funds have been allocated for conservation and development of Punyashlok Ahilyadevi Holkar memorial site in Chondi, Taluka Jamkhed, District Ahilyanagar. The central government released a special postage stamp on her 300th birth anniversary. The state government has also released a special logo “Punyashlok 300”.

Today, the Maharashtra government is implementing various schemes for public welfare based on her ideals of good governance. Many initiatives have been started for women empowerment, industry, education, and self-reliance.

Punyashlok Ahilyadevi Holkar Women Startup Scheme

The “Punyashlok Ahilyadevi Holkar Women Startup Scheme” is a scheme in Maharashtra that encourages women towards industry and entrepreneurship. The aim of this scheme is to make women financially strong, provide self-employment opportunities, and help in setting up new businesses. Under this scheme, women are provided with startup guidance, training and skill development, financial assistance and loan facilities, industry establishment advice, and encouragement for new entrepreneurs. The main objective is to make rural and urban women self-reliant.

The life of Punyashlok Ahilyadevi Holkar is an inspiring example of justice, service, devotion to religion, and public welfare. Her ideal governance is still considered a guiding model for administration. Her philosophy of prioritizing public welfare remains as relevant and inspiring today as ever.
