Yogi Government Working on a New Rural Prosperity Model Through Cow Conservation

Lucknow, July 2026 : The Uttar Pradesh government is moving ahead with its vision of transforming gaushalas (cow shelters) into hubs of rural economic growth, green energy, natural farming and local entrepreneurship. The initiative aims to create a self-sustaining ecosystem where cattle dung is used to generate energy, cow urine is converted into value-added products, and cow-based industries create new avenues for employment and income in rural areas.

To advance this vision, the Uttar Pradesh Cow Service Commission (UP Go Seva Aayog) organised an extensive interaction at Indira Bhawan in Lucknow with entrepreneurs, innovative farmers, cow welfare organisations and gaushala operators.

The meeting focused on ways to integrate Chief Minister Yogi Adityanath’s vision of cow conservation with modern technology, innovation and market opportunities so that cattle protection becomes directly linked with rural development, sustainable livelihoods and employment generation.

During the discussion, Purish Kumar, Secretary of the Global Confederation of Cow-Based Industries (GCCI), presented an economic model highlighting the commercial potential of gaushalas. He explained that if a gaushala housing 200 cows scientifically processes milk, cattle dung and cow urine into products such as biogas, organic manure, natural farming inputs and other cow-based products, it has the potential to generate an annual revenue of up to ₹2 crore. Such a model, he said, could transform gaushalas from welfare centres into thriving rural enterprises.

The dialogue also featured Devaram Purohit of the Gomutra Dairy in Banaskantha, Gujarat, who shared the experience of Abala village, where systematic collection and scientific processing of cow urine has been integrated into the rural economy. The initiative has enabled the production of natural agricultural products while creating additional income opportunities for local families and promoting chemical-free farming.

Former Deputy Superintendent of Police Shailendra Pratap Singh, who manages Gram Dham Gaushala in Siddhpura, Lucknow, presented a model demonstrating electricity generation using cattle-based resources. His presentation highlighted how gaushalas can contribute to renewable energy production while strengthening rural sustainability.

Praveen Mishra, Director of Pay Amrit Foundation, stressed that future gaushalas should evolve beyond being centres for cattle protection and become rural circular bio-economy hubs, supporting multiple economic activities based on sustainable resource utilisation.

Meanwhile, Gaurav Gupta of Rural Hub Innovations Limited shared insights on promoting innovation, entrepreneurship and value addition to locally available resources in rural areas. He discussed the possibilities of connecting gaushalas and rural youth with technology, market access and entrepreneurship to generate new employment and income opportunities at the grassroots level.

Speaking on the occasion, Shyam Bihari Gupta, Chairman of the Uttar Pradesh Cow Service Commission, said that in line with Chief Minister Yogi Adityanath’s vision, innovative practices being adopted in gaushalas across the state would be integrated with advanced technologies and successful business models.

He said the objective is to develop a sustainable model that combines cow conservation, self-reliance and rural prosperity, ensuring that gaushalas emerge as economically viable institutions contributing to the state’s rural economy.

The meeting was also attended by Rajesh Singh Sengar, Deepak Goyal, Ramakant Upadhyay and other members of the Uttar Pradesh Cow Service Commission. The participants unanimously emphasised that leveraging innovation, scientific processing and market-driven approaches could significantly enhance the economic potential of cow-based enterprises while supporting sustainable rural development.
