Training to Help Officials Play a Key Role in Policy Formulation and Implementation

Raipur : The two-day Monitoring and Evaluation Workshop, organized by the State Policy Commission, Chhattisgarh, in collaboration with the Development Monitoring and Evaluation Office (DMEO) of NITI Aayog, Government of India, successfully concluded today. Held on March 20-21 at the State Policy Commission’s conference hall in Atal Nagar, Nawa Raipur, the workshop aimed at strengthening the monitoring and evaluation system of government schemes, making policy-making data-driven, and enhancing the effectiveness of various initiatives.

As part of the program, officials received specialized training on the significance, timing, and methodology of evaluation to ensure the effectiveness of government programs and policies.

Key Highlights of the Workshop

  • The workshop provided officials with fundamental principles of monitoring and evaluation, training them to track the progress and effectiveness of schemes and analyze their outcomes.
  • Sessions covered scientific approaches to evaluation, the logical framework and theory of change, data collection methods, and the use of data analytics for effective policymaking.
  • Detailed discussions were held on challenges in evaluation and potential solutions.
  • Officials were introduced to program and scheme evaluation, its types, methodologies, frameworks, and quality assurance. Experts emphasized that effective evaluation helps analyze the success or failure of schemes and guides necessary improvements.
  • Practical sessions were conducted on data collection, analysis techniques, and best practices in monitoring and evaluation. Officials also gained insights into impact evaluation, process evaluation, and outcome evaluation.

Expert Insights and Future Directions

Dr. K. Subramaniam, a member of the State Policy Commission, stated that the commission is adopting measures to build institutional capacity for evaluation and enhance inter-departmental coordination. He emphasized that data-driven and effective policymaking will be crucial in the coming years and highlighted the necessity of transparent and precise evaluation to improve the effectiveness of government schemes. This training, he said, will enable officials to play a vital role in policy formulation and implementation.

During the closing session, Dr. Neetu Gordia, Member Secretary of the State Policy Commission, expressed gratitude to all participants, trainers, and the DMEO team. She announced that the commission and DMEO will continue organizing such workshops in the future to further strengthen data-driven governance in Chhattisgarh.

Expert Contributions and Participation

The Director of DMEO, NITI Aayog, Mr. Abinash Das, along with his expert team, delivered presentations and discussions on Output-Outcome Monitoring Framework, Data Governance Quality Index, Logical Framework, and Monitoring & Evaluation strategies.

Senior officials from various state and district-level departments, including Good Governance & Convergence, Higher Education, Women & Child Development, Panchayat, Public Health Engineering, School Education, Food Department, Urban Administration, and Planning Department, actively participated in the workshop.

This successful workshop marks a significant step towards enhancing policy effectiveness and ensuring better governance through systematic monitoring and evaluation.
