RGHS Management to be Strengthened, Necessary Reforms on the Way
Medical Department Begins Preparations; Zero Tolerance for Irregularities
Principal Secretary Issues Directives in Review Meeting
Jaipur — The Rajasthan Government Health Scheme (RGHS) will now be managed by the Department of Medical Education and Health. The department has initiated steps to ensure that patients receive the full benefits of the scheme. Efforts are underway to improve the implementation of the scheme, empanel more hospitals and pharmacy stores, and make the claim process more transparent and accessible. The scheme’s management and execution will now take on a new structure. A policy of zero tolerance will be adopted for any irregularities, and it will be ensured that no beneficiary faces harassment.
The Principal Secretary of the Medical and Health Department, Mrs. Gayatri Rathore, chaired the first meeting on Saturday after the scheme came under the purview of the medical department. She issued directives for necessary improvements in the scheme. She highlighted that the Rajasthan State Health Assurance Agency is already effectively operating the Mukhyamantri Ayushman Arogya Yojana, benefiting approximately 1.34 crore families in the state. Based on this successful experience, the state government has entrusted the management of RGHS to the same agency.
Action Plan to Be Prepared for Reforms
Mrs. Rathore directed agency officials to conduct a thorough review of all aspects of the RGHS and prepare an action plan to introduce necessary reforms so that there is no room for irregularities at any level. This includes strengthening processes related to the empanelment of hospitals and pharmacies, OPD and IPD registration of patients, TID generation, and treatment approvals. Immediate action must be taken wherever improvements are needed.
Feedback Option on Portal, SOP to Be Prepared for Clear Guidelines
The Principal Secretary emphasized that a feedback option should be made available on the scheme’s portal so that beneficiaries can share their experiences. This will help identify challenges and resolve them promptly. She also instructed that a Standard Operating Procedure (SOP) be developed, containing clear guidelines regarding treatments. Additionally, she directed that hospital payments under the scheme should follow a “first come, first served” basis, with complete transparency.
Scheme to Be Made Patient-Friendly
Mrs. Priyanka Goswami, CEO of the Rajasthan State Health Assurance Agency, stated that preparations have already begun to strengthen the scheme. Soon, the necessary reforms will be introduced to make the scheme more patient-friendly. “Our goal is to develop a foolproof system that eliminates irregularities at all levels,” she said. She also mentioned that technical upgrades would be made to improve the scheme’s efficiency.
Project Officer Mrs. Shipra Vikram presented detailed information about various aspects of the RGHS during the meeting. Present at the occasion were Dr. T. Shubhamangala, Additional Mission Director of the National Health Mission, and officials associated with the Mukhyamantri Ayushman Arogya Yojana and RGHS.
