Complete Pending Investigations under Sections 55 and 57 Within Timeframe — Issue Notices to Officers Delaying Old Cases
Principal Secretary and Registrar of Cooperative Societies, Smt. Manju Rajpal, has instructed officers to complete investigations pending under Sections 55 and 57 of the Rajasthan Cooperative Societies Act, 2001 within the prescribed time limits. She emphasized that negligence in these matters will not be tolerated and directed that notices be issued to officers responsible for delays in disposing of older cases.
Smt. Rajpal was reviewing pending cases under Sections 55, 57(1), and 57(2) during a virtual meeting held on Friday at Nehru Sahakar Bhawan. Expressing displeasure over the delay in resolving long-pending cases, she urged officers to change their working style and expedite case resolution. She made it clear that disciplinary action would be taken against officers who continue to show carelessness despite clear instructions. She further directed that cases should not be kept pending merely by issuing repeated notices, and that investigation reports must be submitted immediately after completion.
She noted that irregularities in cooperative societies weaken public trust in the cooperative system. Therefore, she urged investigating officers to conduct honest and thorough investigations and submit their findings responsibly. Senior officers were also told to avoid supervisory negligence. She added that new cases must also be resolved within three months, as per the circular issued by the headquarters, and that efforts must be made to expedite cases pending before the courts. A special review of the three divisions with the highest pendency—Jaipur, Jodhpur, and Bikaner—will be held again in July.
During the meeting, division-wise reviews were conducted for pending cases under four time categories: less than 1 year, 1 to 3 years, 3 to 5 years, and more than 5 years. Officers informed that during 2024–25, a total of 869 cases were disposed of, including 249 under Section 55, 342 under Section 57(1), and 278 under Section 57(2). Additionally, until May 31 of fiscal 2025–26, 94 cases have been resolved, with 20 under Section 55, 42 under Section 57(1), and 32 under Section 57(2). The progress in Jaipur, Bikaner, Jodhpur, and Bharatpur divisions was reported to be satisfactory.
The meeting was attended by Additional Registrar (I) Smt. Shilpi Pandey, Joint Registrar (Regulations) Shri Ajay Upadhyay, and Assistant Registrar (Monitoring) Shri Shirish Chande. All Additional Registrars (Divisions), District Deputy Registrars, and Managing Directors of the respective Central Cooperative Banks participated in the meeting via video conferencing.
