Progress Review of Ongoing Construction and Upgradation Works on NH-302 and NH-54

Lunglei,: Lunglei Deputy Commissioner Ms. Navneet Mann chaired a review meeting at the Lunglei DC Conference Hall to assess the ongoing construction and improvement works on National Highway 54 (Aizawl–Tuipang section within Lunglei District) and National Highway 302 (Lunglei–Tlabung). The meeting involved discussions with government officials, representatives from NHIDCL (National Highways & Infrastructure Development Corporation Limited), and contractors.

Concerns were raised regarding road conditions, especially due to delays caused by land acquisition issues along PWD roads and NH-302. The PWD’s proposed restoration plans were reviewed, and it was emphasized that necessary repairs must be taken up seriously and urgently. Contractors mentioned that they had deployed two JCBs for excavation and preparation work, and more resources would be mobilized to expedite the process. Specific areas between Hauruang and Sazaikawn on NH-302 were discussed, where the use of JCBs and GSB (Granular Sub Base) laying is planned to ensure high-quality, long-term restoration.

A joint verification team had earlier conducted a field inspection on June 26, 2025, at Tawipui North-II village, where they reported erosion due to heavy rainfall and recommended seal-coating about 300 meters of the affected section. The contractor BRNIPL was instructed to take prompt action to prevent further damage and maintain traffic safety.

The District Monitoring Committee also reviewed the muck disposal (spoil bank) practices along NH-302. A total of 32 spoil bank sites have been identified and developed. In some areas, gabion walls have been constructed to prevent erosion; however, at locations where this has not been completed, contractors have been instructed to immediately undertake protective works and ensure proper spoil management. It was also noted that in certain sections near Ruangte Lui and surrounding settlements, improper muck disposal was affecting the local population. There were suggestions to explore converting some disposal areas into eco-parks, if feasible.

The meeting further examined the progress of NH-54 and NH-302 projects, as well as hardships faced by local commuters and landowners. All contractors were advised to resolve land acquisition issues and ensure proper Right of Way (ROW) clearance before August 2025.

As per the progress report:

  • NH-302 Package A (starting at km 37.42): 63.67% of work has been completed.
  • NH-302 Package B (starting at km 37.53): 60.95% completed.
  • NH-54 Packages 3, 4, 5, 6, and Hnahthial Bypass Road: covering up to km 169.078 (across Hnahthial, Lunglei, and 15 km of Lawngtlai District), the progress stands at approximately 97.56%.
