Madhya Pradesh: First State in India to Formulate an Electric Vehicle Policy
Bhopal, Sept 2025 : Chief Minister Dr. Mohan Yadav has said that Madhya Pradesh is gearing up to represent the future of electric vehicle (EV) transportation. It is the first state in the country to formulate an electric vehicle policy. In alignment with the global mandate to combat climate change under the leadership of Prime Minister Shri Narendra Modi, achieving the country’s electric vehicle manufacturing goals is a top priority for Madhya Pradesh.
On the occasion of World EV Day, the Chief Minister urged people to reduce carbon emissions and promote the use of clean energy. He emphasized that electric vehicles are among the most effective solutions to accelerate the reduction of carbon emissions through public participation.
Electric Vehicle Promotion Board to be set up
A dedicated Electric Vehicle Promotion Board will soon be set up in Madhya Pradesh to ensure inter-departmental coordination and resolve related issues. Efforts are underway to make Madhya Pradesh a model state in clean energy use and to set exemplary standards in this sector.
Under the state’s EV policy, financial incentives will be provided to encourage the adoption of electric vehicles, including exemptions on road tax and registration fees. The policy also promotes the rapid development of charging and battery swapping infrastructure.
EV and EV-Related Courses
To prepare a skilled workforce for the EV industry, engineering colleges and ITIs in the state will introduce EV and EV-related courses. In addition, cities like Bhopal, Indore, Gwalior, Jabalpur, and Ujjain will be developed as EV model cities.
Madhya Pradesh aims to support India’s net zero emissions goal by 2070, and become a leading state in reducing carbon emissions. To improve air quality, reduce dependence on petrol and diesel vehicles, and build electric charging infrastructure, the Urban Development and Housing Department is implementing the Madhya Pradesh Electric Vehicle Policy – 2025.
Registration Targets by 2030
Under this policy, the following registration targets for electric vehicles have been set by 2030: Two-wheelers – 40%, Three-wheelers – 80%, Four-wheelers – 15%, Buses – 40 percent.
Financial Incentives
The policy includes provisions for various financial incentives:
- Up to ₹10 lakh for small, medium, and large electric charging stations
- Up to ₹2 crore for research, innovation, and skill development
- Up to ₹5 lakh for battery swapping stations
- Up to ₹25,000 for retrofitting two-wheelers, three-wheelers, and cars
EV Expo and Workshop on World EV Day
On September 9, the Urban Development and Housing Department and Maulana Azad National Institute of Technology (MANIT), Bhopal, will organize an EV Workshop “Vidyut 25” and Electric Auto Expo at MANIT to raise public awareness on World EV Day.
Madhya Pradesh is ready to play a crucial role in the development of the EV industry. The growing interest in the EV segment is creating enthusiasm among the public, and there is hope that Madhya Pradesh will become a hub for EV manufacturing. The state has potential to become a hub for electric vehicle production, supported by robust infrastructure including battery manufacturing facilities, assembly plants, and supply chain networks.
India has made significant progress in lithium mining, which could reduce import dependency and strengthen the entire EV supply chain. As lithium is a key component of EV batteries, the recent lithium discoveries in India are expected to benefit Madhya Pradesh significantly.
Electric vehicles not only reduce greenhouse gas emissions and operating costs, but also enhance delivery efficiency. Adopting EVs is essential for a cleaner and safer environment. The shift toward EVs is becoming visible in Madhya Pradesh, with growing awareness among communities and consumers.
India is the world’s largest producer of two-wheelers. Electric vehicles are a blend of electronics and software, and Madhya Pradesh performs well in both sectors. With talent, a favorable environment, and government support, Madhya Pradesh is poised to become an electric vehicle hub.
