Bhavantar Scheme to Benefit Farmers: CM Dr. Yadav

Bhopal, Sept 2025 : Chief Minister Dr. Mohan Yadav has stated that in the interest of soybean-producing farmers in the state, the Bhavantar (price difference) scheme being initiated should be implemented with clear responsibilities assigned to administrative staff at the district level. The scheme’s features should be promoted extensively at all levels to ensure maximum benefit for farmers. Members of Parliament, legislators, and other representatives should also use social media platforms to publicise the scheme. Prime Minister Shri Narendra Modi, committed to farmers’ welfare, has fixed the minimum support price (MSP) for soybean at ₹5,328 per quintal. The Madhya Pradesh government is committed to ensuring that farmers receive the proper value for their produce. Just as farmers have been assured fair prices for paddy and wheat, soybean-producing farmers will also be helped to get their rightful benefits.

CM Dr. Yadav gave these instructions on Friday through a video conference from Samatva Bhawan, the Chief Minister’s residence, while addressing district collectors regarding the Bhavantar scheme for soybean farmers. Senior legislator and state president Shri Hemant Khandelwal also participated in the video conference. The meeting included various ministers, MPs, MLAs, district panchayat heads, Chief Secretary Anurag Jain, senior officials, all collectors & commissioners, and other officers from the revenue and agriculture departments.

Key Points on Scheme Implementation

All collectors must ensure arrangements are made to provide farmers with the correct price for their produce. There should be no irregularities at any level, and beneficiaries must receive direct benefit transfers. With collective efforts, the ‘Bhavantar’ scheme will be fully successful.

Registration and Scheme Period

According to the prescribed process, online registration on the e-Uparjan portal will start on October 10 and continue until October 25, 2025. The price difference payment period will be from November 1, 2025, to January 31, 2026. The verification of registered farmers and their land holdings will be conducted by the Revenue Department. The Bhavantar amount will be directly transferred to the bank accounts registered at the time of enrollment.

About the Bhavantar Scheme

The Bhavantar scheme was introduced in 2018-19 under the Prime Minister’s Annadata Income Protection Campaign for oilseed crops. The Government of India provides for farmers to receive the difference between the declared MSP and the model price or market sale price in the state. Farmers will continue to sell their produce in mandis as before. The difference between MSP and the model price/sale price will be directly paid to farmers via DBT (Direct Benefit Transfer). For example, if the model price for the farmer’s produce is ₹4600 per quintal, and the MSP is ₹5328, the state government will pay the difference of ₹728 per quintal so the farmer effectively receives the MSP. If the sale price is less than the MSP but equal to the state’s average model price, the difference between MSP and sale price will also be compensated. If the sale price is below the average model price, the difference between MSP and model price will be given. In all cases, the scheme ensures the farmer’s benefit.

Participation of Representatives

Many elected representatives joined the video conference and congratulated the Chief Minister for initiating this scheme. Among those present were Minister for Farmer Welfare and Agricultural Development Shri Edal Singh Kansana, Minister of State for Skill Development and Employment Shri Gautam Tetwal, Khandwa MP Shri Gyaneshwar Patil, and MLAs including Rajendra Pandey (Javara), Ashish Sharma (Khategaon), Murli Bhanwara (Bagli), Ramesh Khatik (Kareira), Hardeep Singh Dang (Suvasara), Arun Bhimavad (Shajapur), Madhu Gehlot (Agar), Tej Bahadur Singh Chauhan (Nagda-Khachraud), who thanked the Chief Minister and said soybean farmers would receive full benefits. They called it a timely and important step.

Appeal for Success of Service Fortnight and Antyodaya Festival

Chief Minister Dr. Yadav and Shri Hemant Khandelwal urged representatives to successfully implement the service fortnight starting from Prime Minister Narendra Modi’s birthday on September 17 until Gandhi/Shastri Jayanti on October 2, the Swadeshi Jagrukta Week from September 25 to October 2 commemorating Pandit Deendayal Upadhyay’s birth anniversary, and the ongoing GST celebration activities from September 22 until the upcoming Diwali festival.

  •  Eligible farmers must register on time to avoid missing benefits.
