Chief Minister Devendra Fadnavis: Service Entry Rules of All Cadres in the State to Be Revised
– 2026 to Be the Year of Recruitment
– Appointment letters distributed to 10,309 candidates under compassionate grounds and clerical category in the presence of the Chief Minister and Deputy Chief Minister
Mumbai, Oct 2025 : Chief Minister Devendra Fadnavis announced that considering the significant changes that have occurred over time in the posts and responsibilities across all cadres of the state government, service entry rules for all cadres in Maharashtra will be revised. He also stated that the Maharashtra Public Service Commission (MPSC) recruitment process will be expedited and large-scale recruitment will be carried out in 2026, which will be marked as the “Year of Recruitment.”

He urged all newly appointed government employees to work in a people-oriented and transparent manner.
The Chief Minister was speaking at the State-Level Employment Fair held at Yashwantrao Chavan Pratishthan, organized by the General Administration Department, where 10,309 candidates from compassionate appointments and the clerical cadre were given appointment letters.
The event was attended by Deputy Chief Minister Ajit Pawar, Ministers Chhagan Bhujbal (Food, Civil Supplies and Consumer Protection), Chandrashekhar Bawankule (Revenue), Girish Mahajan (Water Resources, Disaster Management), Dadaji Bhuse (School Education), Jaykumar Rawal (Cooperation and Protocol), Adv. Ashish Shelar (Information Technology and Cultural Affairs), MLAs Parinay Phuke, Abu Azmi, and Manoj Jamsutkar, along with Chief Secretary Rajesh Kumar, Additional Chief Secretary Iqbal Singh Chahal, Additional Chief Secretary (GAD) V. Radha, CM’s Secretary Shrikar Pardeshi, DGP Rashmi Shukla, Konkan Divisional Commissioner Vijaykumar Suryavanshi, and Mumbai Suburban District Collector Saurabh Katihar, among others.
Strengthening the Institutional Structure of the State Government
CM Fadnavis said the government aims to make the state administration stronger and more dynamic by reforming service entry rules, resolving pending compassionate appointment cases, and ensuring transparent recruitment through MPSC.
A committee headed by the Additional Chief Secretary (GAD) has been established to streamline recruitment and will study other states before finalizing reforms. He noted that 80% of pending compassionate appointments have already been completed, and the remaining will be resolved soon.
The Chief Minister added that priority has been given to make the state administration institutionally strong, dynamic, sensitive, and citizen-centric, through 100-day and 150-day reform programs. After V. Radha took charge as Additional Chief Secretary of GAD, several major reforms were initiated, he said.
Reforming Service Entry Rules and Ensuring Justice Under Compassionate Appointments
CM Fadnavis pointed out that many departmental service entry rules were over 50 years old. With advancements in technology, the nature and responsibilities of posts — from clerks to senior levels — have changed drastically, but the rules had not been updated.
To fill vacant posts, the process of amending these rules has begun. Several compassionate appointment cases were long pending, involving eligible family members — spouses and children — of deceased government employees.
He said all related government decisions were revised to create a simplified and clear policy. “Providing jobs under compassionate grounds is not charity — it is the government’s responsibility. When an employee meets with an accident or dies in service, it is the duty of the government to take care of their family,” he said.
Because of these reforms, 80% of such appointments have been completed, and the remaining 20% will soon be filled.
Appointment of Anushka More, Daughter of Martyred Officer
Among those appointed today was Anushka Prakash More, daughter of martyred Sub-Inspector Prakash Pandurang More, who lost his life during the 26/11 Mumbai terror attacks.
Fadnavis said, “It is significant that after so many years, justice has been served to the daughter of a martyred officer.”
Anushka, a B.Pharm graduate, was given the post of ‘Pharmacist Group B’ on compassionate grounds. Since the post came under MPSC, special permission was sought to relax the rules, ensuring justice in her case.
Transparent Recruitment via MPSC and Other Reforms
The Chief Minister announced that clerical cadre recruitments will also be conducted through MPSC. “If transparency is absent in recruitment, it is a grave injustice to hardworking candidates,” he said.
Recruitment exams have been conducted through reputed institutions like IBPS and TCS, leading to the appointment of nearly one lakh people, including 40,000 police personnel.
Further appointments will be made by revising service entry rules and accelerating the recruitment process, Fadnavis added.
He urged new employees to work transparently and in the service of the public, saying that the government and administration exist to serve the people.
“As per the Constitution given by Bharat Ratna Dr. B. R. Ambedkar, the people are the true owners, and we are their servants. Interact with citizens as service providers. If your work can bring a smile to even 10% of the people you serve, that will be the greatest satisfaction in life,” he said.
Deputy CM Ajit Pawar: “Recruitment of 10,000 Candidates at Once Is Historic”
Deputy CM Ajit Pawar congratulated the 10,000+ appointees, calling the day a historic milestone for Maharashtra.
He stated that about 80% of pending compassionate appointment cases have been resolved and that the government has ensured transparency and speed in recruitment by removing technical and administrative barriers, giving relief to many families.
“Behind every file, every citizen, and every decision lies a living story. Therefore, transparency, responsibility, and integrity must be the guiding principles for every employee,” Pawar said.
He urged the new recruits to promote e-governance, citizen-centric administration, and honest service delivery, calling upon them to contribute to Prime Minister Narendra Modi’s vision of a Developed India by 2047 through a Developed Maharashtra.
At the event, 20 candidates were symbolically given appointment letters by CM Fadnavis, Deputy CM Pawar, and other dignitaries.
Additional Chief Secretary (GAD–Services) V. Radha was also felicitated by CM Fadnavis for efficiently implementing the recruitment process.
The program was introduced by Chief Secretary Rajesh Kumar, while Vijaykumar Suryavanshi, Divisional Commissioner (Konkan), delivered the vote of thanks.
District-Wise Appointment Distribution
Appointment letters were distributed across districts through Guardian Ministers.
Out of the 10,309 total candidates appointed,
- 3,078 are from the Konkan Division,
- 2,597 from Vidarbha,
- 1,674 from Pune Division,
- 1,250 from Nashik Division, and
- 1,710 from Marathwada.
