Study industrial and economic potential of districts and prepare action plans
Chief Minister Dr. Mohan Yadav directed collectors to conduct an in-depth study of the industrial and economic potential of their districts and prepare concrete action plan. He emphasized that efforts should focus on generating employment opportunities alongside industrial development, enabling districts to become self-reliant.
Dr. Yadav encouraged initiatives to promote religious tourism and to boost the sale of locally produced goods in order to strengthen the local economy. He also highlighted the need to link health and education sectors with employment generation to create extensive opportunities for youth. Stressing the importance of establishing food processing units, he said that increased investment in this sector would open new avenues of employment in rural and semi-urban areas.
Addressing the “Employment, Industry, and Investment Promotion” session at the Collectors Conference, Dr. Yadav stated that the prompt resolution of issues related to Gwalior’s JC Mill, Ratlam’s Sajjan Mill, and Ujjain’s Vinod Mill should serve as a model for addressing problems of other closed industrial units across the state. He also instructed officials to prioritize resolving the case related to the Kailaras Sugar Mill in Morena district.
Dr. Yadav underscored the crucial role of collectors in realizing the state’s industrial vision at the ground level. He said that the active participation of districts and coordinated departmental efforts would make Madhya Pradesh self-reliant, innovative, and a leader in global competitiveness. He advised that unused urban land should be utilized to develop land banks. Concrete measures must be taken to make districts self-reliant, and effective initiatives should be launched to link self-help groups with the MSME sector, thereby boosting local production and marketing activities.
Principal Secretary for Industrial Development and Investment Promotion, Shri Raghvendra Kumar Singh, along with officials from the Skill Development, Employment, and MSME departments, delivered a joint presentation. The presentation elaborated on the state government’s vision to make Madhya Pradesh a developed, industrialized, and employment-rich state by the year 2047.
Collectors were instructed to make District Investment Facilitation Centers (IFCs) more active and result-oriented. They were directed to identify industrial land, remove encroachments, and ensure timely issuance of No Objection Certificates (NOCs) by various departments. District Skill Committees should be activated to connect youth with skill training, apprenticeships, and alternative employment opportunities. Industries should be onboarded onto the PM Vishwakarma and Apprenticeship portals.
Collectors were further directed to take effective action under the “One District–One Product” initiative for the identification, branding, and marketing of district-specific products. Tagged products should be linked with schemes such as PMFME and DEH-OSOP, and MSME units should be integrated with digital platforms and e-commerce networks. The revival of closed silk centers should be undertaken, and local fairs and exhibitions should be organized to promote khadi, handicrafts, and silk products. Continuous monitoring of tool approval and distribution under the Pradhan Mantri Vishwakarma Yojana was also emphasized.
Additionally, instructions were given to ensure timely meetings of the District Level Coordination Committee (DLCC) and District Level Review Committee (DLRC) to strengthen financial inclusion and banking support. Collectors were asked to ensure maximum participation in welfare schemes such as Jan Dhan, Mudra, and Atal Pension Yojana, and to ensure active involvement of banks in meeting annual targets.
