Chhattisgarh Cabinet Decisions – October 10, 2025

Raipur, Oct 2025 : Under the chairmanship of Chief Minister Vishnu Deo Sai, a Cabinet meeting was held today at Mahanadi Bhawan, Mantralaya, where several key decisions were taken regarding the procurement of paddy at Minimum Support Price (MSP) from farmers of Chhattisgarh for the Kharif Marketing Year 2025–26.

Key Highlights of the Cabinet Decisions:

  • Procurement of paddy from over 25 lakh farmers in the state will begin from November 15, 2025, at the rate of ₹3,100 per quintal.
  • Strict measures will be implemented to prevent diversion and recycling of paddy and ensure a robust administrative structure for procurement.
  • Farmers will receive payments within 6 to 7 days through a transparent process.
  • Online token system to be implemented through the “Token Tuhaar Hath” mobile app, freeing farmers from long queues at cooperative societies.

Detailed Decisions:

  • Paddy procurement will be conducted from November 15, 2025, to January 31, 2026 at the rate of ₹3,100 per quintal, up to 21 quintals per acre per farmer.
  • To ensure transparency, e-KYC registration on the AgriStack portal of the Union Ministry of Agriculture has been made mandatory to prevent duplication and ensure genuine farmer identification. Registration will remain open until October 31, 2025.
  • A digital crop survey covering 23 lakh hectares has been completed to ensure accurate online mapping of paddy acreage.
  • Data from digital and manual surveys across 20,000 villages are being verified through Gram Sabha meetings since October 2.
  • Farmers will now be able to generate tokens online via the Token Tuhaar Hath app, choosing convenient dates to sell their paddy.
  • Paddy procurement will be biometric-based to ensure only genuine farmers sell paddy.
  • A total of 2,739 procurement centers will be operational, and committees have been instructed to ensure adequate arrangements at all centers.
  • Committees achieving zero spoilage during the marketing season will receive an incentive of ₹5 per quintal.
  • Both new and old jute gunny bags will be arranged as per procurement requirements.
  • The Union Food Ministry has set a target of 73 lakh metric tonnes of rice for contribution to the central pool for Kharif 2025–26.
  • To monitor and prevent paddy recycling, an Integrated Command and Control Center will be established at the Markfed headquarters, with district-level control rooms also being set up.
  • Collectors will appoint administrative officers as in-charge of procurement centers to ensure smooth operations.
  • Special checking teams will be formed at the district level to prevent illegal paddy inflow from neighboring states.
  • Instructions have been issued to ensure cost-effective transportation, including physical verification of paddy lifting and movement.

These Cabinet decisions aim to ensure efficient, transparent, and farmer-friendly procurement while strengthening monitoring mechanisms and curbing irregularities in paddy trade across Chhattisgarh.
