Mohammed Azharuddin Takes Charge of Minorities Welfare and Public Enterprises in Telangana Cabinet Reshuffle
Hyderabad, Nov 2025 — In a significant political development, former Indian cricket captain and senior Congress leader Mohammed Azharuddin has officially been allotted the crucial portfolios of Minorities Welfare and Public Enterprises in the Telangana Cabinet. The announcement came on Tuesday, four days after he took oath as a minister at a ceremony held at Raj Bhavan.
The portfolios were assigned by Governor Jishnu Dev Varma, marking Azharuddin’s formal entry into the administrative leadership of the state. His inclusion adds a prominent Muslim voice to Chief Minister A. Revanth Reddy’s team, making him the first Muslim minister in the current Cabinet.
Reallocation of Key Portfolios
Until now, the Minorities Welfare portfolio was being handled by Adluri Laxman Kumar, who oversees the Scheduled Caste Development and Tribal Welfare ministries. The Public Enterprises Department, on the other hand, was under the direct supervision of Chief Minister Revanth Reddy. With Azharuddin’s induction, both responsibilities have now been shifted, placing him at the forefront of two departments central to community development and state-owned institutions.
The reshuffle comes at an important political juncture. Azharuddin’s elevation to the Cabinet follows the state government’s decision in August to nominate him as a Member of the Legislative Council (MLC) under the Governor’s quota, opening the door for a ministerial berth.
Strategic Move Ahead of Jubilee Hills Bypoll
Azharuddin’s appointment is widely seen as a strategic move by the Congress leadership ahead of the November 11 byelection to the Jubilee Hills Assembly constituency. Although the former MP was keen on contesting the seat himself—having previously contested unsuccessfully in 2023—the party chose Naveen Yadav as its candidate. In return, Azharuddin was assured a place in the Cabinet.
His elevation is expected to bolster the Congress party’s outreach to Muslim voters, particularly in Jubilee Hills, where the community forms nearly 30 percent of the electorate. Political observers believe the move signals the Congress government’s intent to consolidate minority support amid a competitive electoral landscape.
From Cricket Legend to Political Leader
At 62, Azharuddin brings both political and public appeal to his new role. A celebrated former captain of the Indian cricket team, he transitioned into politics with the Congress, serving as MP from Moradabad earlier in his career. Today, he holds key organizational responsibilities as the working president of the Telangana Pradesh Congress Committee (TPCC) and a member of its Political Affairs Committee.
His entry into the Cabinet adds not just experience but also visibility for the government, which has been working to strengthen its image since coming to power last year.
Cabinet Strength Rises to 16
With Azharuddin’s induction, the number of ministers in the Telangana Cabinet has reached 16, just two short of the constitutional limit of 18, including the Chief Minister. The initial Cabinet was sworn in on December 7, 2023, with Revanth Reddy and 11 ministers taking charge. A prolonged delay in expansion was followed by the induction of three new ministers on June 8.
The addition of Azharuddin is expected to bring renewed focus and momentum to departments that play an important role in public welfare and economic management. His responsibilities will involve shaping policies for minority development and overseeing the functioning of state public enterprises — both areas requiring delicate administrative balance and community engagement.
