Chief Minister reviews the implementation of new criminal laws

Instructions to submit proposal for new prisons in Nagpur and Wardha

Mumbai, Nov 2025 : The implementation of the new criminal laws is proving very useful in establishing offences. Maharashtra must remain at the forefront in the implementation of every component of these laws across the country, Chief Minister Devendra Fadnavis directed during a meeting held at Varsha (official residence) regarding the implementation of the new criminal laws. The Chief Minister also expressed the expectation that in areas where the state is lagging, Maharashtra should outperform other states in the coming period.

Minister of State for Home (Rural) Dr. Pankaj Bhoyar, Minister of State for Home (Urban) Yogesh Kadam, and Chief Secretary Rajesh Kumar were present at the meeting.


Modern technology enabling swift investigation and punishment

Chief Minister Fadnavis said that modern technology is being used through the implementation of these laws to ensure speedy investigation after a crime and timely punishment of the accused. This is definitely resulting in faster convictions. The new criminal laws must be implemented effectively in accordance with law and order requirements. Each component of the law should be compared with those of other states to understand Maharashtra’s standing, and the state must accelerate efforts in components where improvement is needed.

He also instructed that FIRs recorded electronically on the CCTNS (Crime and Criminal Tracking Network and Systems) platform should be sent electronically to the court. This system must be operationalized quickly.


Increase filing of chargesheets within 60 days

The proportion of chargesheets filed within 60 days of establishing the offence must be increased. For this, a dedicated officer should be appointed. The department must regularly review progress in this component.

He also directed that two separate prison divisions should be created for Nagpur and Amravati, and proposals should be submitted for the construction of new prisons in Nagpur and Wardha. The progress of constructing the Thane prison was also reviewed.


Speed up e-evidence attachment and citizen-focused services

The process of attaching e-evidence with FIRs must be completed rapidly. Citizen-centric services must be provided. After a crime is registered, the complainant should receive a message informing them about the current status of their complaint.

All police units must be fully trained for the implementation of the laws, and capacity-building initiatives should be conducted periodically. New mobile vans of the forensic science laboratories should be used for the verification of offences. All 251 vans must be made available, the Chief Minister said.

Current status of new criminal laws in the state (in brief)

  • Training of 2,00,884 police officers/employees completed.
  • Video conferencing system available in 2,148 courtrooms and 60 prisons.
  • Facility of e-FIR for lodging complaints from home.
  • From 1 July 2024 to 30 September 2025, 958 e-FIRs registered.
  • Zero FIR facility available at any police station.
  • From 1 July 2024 to 30 September 2025, 12,398 Zero FIRs registered, including 2,871 FIRs received from other states.
  • Under the new criminal laws, till 30 September 2025, 1,34,131 chargesheets filed within 60 days in various offences.
