This prestigious award was earlier presented to Secretary Pandey by Union Minister of Commerce and Industry Piyush Goyal during the Udyog Samagam 2025 held in New Delhi.
Uttarakhand received the Top Achievers recognition for outstanding performance in five key reform areas —
- Business Entry,

- Labour Regulation Enablers.
Chief Minister Dhami described this as a significant achievement for the state in improving ease of doing business and said it was a matter of pride for Uttarakhand to be recognized at the national level. He added that this honor reflects the state’s consistent efforts under the Business Reform Action Plan to create a more investor-friendly environment.
He emphasized that Uttarakhand has demonstrated a strong commitment to sustainable and inclusive development, aiming not only to accelerate investment but also to uphold ecological integrity and balanced growth.
