CIK Conducts Raids Across Three Districts in Ongoing White-Collar Terror Investigation

Nov 2025 : The Counter-Intelligence Kashmir (CIK) unit of the Jammu & Kashmir Police conducted coordinated raids across multiple locations in Srinagar, Budgam, and Kulgam districts on Tuesday as part of an ongoing investigation into a white-collar terror network. According to official sources, all raids were carried out simultaneously during early morning hours.

One of the key locations searched was the Bugam area of Kulgam, where CIK teams conducted a raid at the residence of Dr. Umer Farooq, a cardiologist posted at the SMHS Hospital in Srinagar. Sources said the personnel arrived at the location at dawn and carried out thorough searches inside the house.

Although the exact reason behind the raid has not yet been officially disclosed, authorities are expected to release further details as the investigation progresses. Residents of Bugam confirmed that the operation was conducted peacefully, with no untoward incident reported. However, the sudden arrival of multiple CIK teams created a sense of panic among locals.

Dr. Umer Farooq was reportedly not present at his residence during the search, and it remains unclear whether any material was seized from the premises.

The CIK, along with other specialised wings of the Jammu & Kashmir Police—including the Specific Investigation Agency (SIA)—has been actively pursuing the white-collar terror case in which the involvement of several local doctors has come to light. The investigation gained momentum after a terror module was busted in Faridabad in a joint operation by the J&K Police and Haryana Police.

The breakthrough reportedly came from the interrogation of two overground workers (OGWs) associated with the Jaish-e-Mohammad (JeM) terror outfit. Their disclosures led investigators to the suspected involvement of medical professionals.

Earlier, J&K Police arrested Dr. Adil Rather, a resident of Qazigund in Kulgam district, from Saharanpur. His questioning subsequently led to the unearthing of the Faridabad-based terror module. Another doctor, Muzammil Ganaie, was apprehended in Faridabad, where explosive material was recovered from his possession.

A third associate, Dr. Umar Nabi, who had been evading arrest, died in a car explosion near the Red Fort in Delhi. The blast resulted in the death of 12 civilians and left several others injured, adding urgency to the ongoing investigations.

The CIK continues to examine the financial and logistical networks associated with the case, as multiple angles of the white-collar terror nexus remain under scrutiny.
