On Second Day of Japan Visit, CM Mann Paves Way for ₹400 Crore Investment in Punjab

Chandigarh, Dec 2025 – Giving a major boost to industrial development in Punjab, Japan’s leading firm Topan Specialty Films Private Limited (T.S.F.) on Wednesday formally agreed to invest ₹400 crore in the state as part of its expansion plans, under the leadership of Chief Minister Bhagwant Singh Mann.

Speaking about the development during his Japan visit, the Chief Minister said that T.S.F. and Invest Punjab have agreed to collaborate to establish a Skill Excellence Centre in Punjab. The centre will provide high-quality training to skilled and semi-skilled individuals, workers, and youth. Mann emphasized that this initiative will not only promote skill development aligned with industry needs but also create new employment opportunities in the state.

Outlining the partnership, Mann stated that the training will be tailored to meet the requirements of both existing and emerging industries. The program will focus on modern and technical skills that are currently scarce, and certification will be provided according to industry and global standards. He added that the MoU will open new avenues for apprenticeships and employment in T.S.F. and other major industries across Punjab and India.

The Chief Minister also highlighted that the project will strengthen training and academic collaboration in partnership with polytechnic and technical institutions. T.S.F. will provide financial support, technical knowledge, training assistance, and help in curriculum development. Apprenticeship opportunities will be made available, ensuring that trained candidates gain suitable employment.

Mann noted that the investment of ₹400 crore reflects T.S.F.’s formal intention to expand its existing manufacturing facility in Punjab. The primary objectives of the investment are to enhance production capacity, generate new jobs, incorporate advanced technology, and strengthen the company’s long-term presence in India. He reiterated T.S.F.’s long-term commitment to Punjab and assured full government support for all expansion and operational activities in the state.

During discussions, T.S.F. representatives shared their positive experience of operating in Punjab, citing strong industry-government partnership, simplified procedures, availability of a skilled workforce, uninterrupted power supply, and a favorable investment climate. They expressed hope for continued support from the Punjab government and Invest Punjab in streamlining approvals and operational processes for the proposed expansion project.
