New Direction for Divyang Self-Reliance: Government Initiative Empowers Chandan Nilhar

Raipur, Dec 2025 – Through a sensitive government initiative, Mr. Chandan Nilhar has become self-reliant.

Under the leadership of Chief Minister Vishnu Dev Sai, the Chhattisgarh government is giving top priority to the respect, rights, and self-reliance of persons with disabilities. Guided by Social Welfare Minister Mrs. Laxmi Rajwade, the Department’s Divyangjan Self-Reliance Scheme has become a beacon of hope for thousands of families. The scheme has brought significant positive change in the life of Mr. Chandan Nilhar from Devpuri village in Raipur district.

Born with a disability and in extremely weak economic conditions, Mr. Nilhar assumed responsibility for his entire family after the death of his father. Struggling to sustain his family, he approached the Social Welfare Department and submitted a loan application to purchase an e-rickshaw. After completing all required checks, the Chhattisgarh Disabled Finance and Development Corporation, Raipur, approved a loan of ₹3,44,730 in 2024.

With this loan provided at a minimal interest rate, Mr. Nilhar acquired an e-rickshaw, transforming his life. Today, he earns a stable income daily by driving the e-rickshaw, fulfilling the needs of his family. Economic stability has returned to his home, and his confidence has grown. The e-rickshaw has not only provided a means of livelihood but also an opportunity to live with dignity in society.

Chief Minister Vishnu Dev Sai stated that the government’s objective is to provide every person with a disability the opportunities, resources, and respect necessary to integrate them into the mainstream. Social Welfare Minister Mrs. Laxmi Rajwade said the department is working in “mission mode” to ensure that no individual falls behind due to lack of resources.

The Social Welfare Department described Mr. Nilhar’s success as inspirational, noting that the scheme is bringing real transformation in the lives of persons with disabilities. With proper support and assistance, disabled individuals are not only becoming self-reliant but also setting motivating examples for society.

The success of the Divyangjan Self-Reliance Scheme demonstrates that sensitive governance, appropriate support, and strong determination can together change the direction of life.
