Nagpur, Dec 2025 : Deputy Chief Minister Eknath Shinde made several important announcements in the Legislative Council that will provide relief to beneficiaries of slum redevelopment projects in Mumbai. These include, primarily, the announcement of SRA cluster redevelopment projects at 17 locations to make Mumbai slum-free, extension of the “SRA Abhay Scheme” till December 2026, and an increase in the number of Apex Grievance Redressal Committees (AGRCs) for speedy disposal of complaints. In addition, he also announced a one-year extension to the MHADA Abhay Scheme for Occupancy Certificates (OC) and the introduction of a new scheme for houses built by municipal employees on Brihanmumbai Municipal Corporation (BMC) lease plots.
Deputy Chief Minister Eknath Shinde stated that an integrated slum redevelopment scheme will now be implemented on private, government, or semi-government lands measuring 50 acres or more. In the first phase of the scheme, 17 major locations in Mumbai have been selected, including Antop Hill, Krishna Nagar and Ketkipada (Borivali), Gopikrishna Nagar (Dahisar), Oshiwara, Govandi, Chitta Camp (Trombay), Chembur, Tagore Nagar (Vikhroli), Vikhroli Parksite, and Bhandup. This will provide major relief to lakhs of slum dwellers in Mumbai.
While presenting the statement, Deputy Chief Minister Shinde said that integrated redevelopment will now be carried out on private, government, or semi-government lands of 50 acres or more in Mumbai. Instead of small, fragmented SRA projects, this scheme will be implemented to transform entire areas. He informed that the State Cabinet approved this ambitious scheme on October 7, 2025, and a government resolution regarding it was issued on November 13, 2025.
To ensure that these projects do not get delayed and are completed swiftly, the state government has taken the initiative to develop them on a joint venture basis with the support of government agencies such as MMRDA, CIDCO, MIDC, MSRDC, MHADA, and the Brihanmumbai Municipal Corporation, the Deputy Chief Minister said.
He further stated that additional projects will be taken up in the second phase, which will help transform Mumbai’s landscape and promote the development of well-planned cities.
Extension of SRA Abhay Scheme Till December 31, 2026
Providing relief to thousands of slum dwellers in Mumbai, Deputy Chief Minister Shinde announced that the validity of the “SRA Abhay Scheme” has been extended till December 2026 for citizens stuck in technical issues related to the purchase, sale, or transfer of slum tenements.
Many slum dwellers had bought, sold, or transferred their slum structures. However, as per existing rules, there was no provision to include the names of such new slum dwellers in the “Final Annexure-II” (the list of eligible slum dwellers). This created fear among thousands of poor families that they would be deprived of their rightful homes. Therefore, the state government implemented the Abhay Scheme on October 1, 2024. Initially, the scheme was for three months and was later extended till March 2025.
Along with this, the Deputy Chief Minister also announced a one-year extension to the MHADA Abhay Scheme for Occupancy Certificates, which is currently in operation.
Increase in AGRCs for Disposal of SRA Project Complaints
Deputy Chief Minister Shinde announced an important decision to increase the number of Apex Grievance Redressal Committees (AGRCs) responsible for resolving complaints related to slum redevelopment. At present, 2,103 cases are pending, and to ensure their speedy disposal, the government has decided to increase the number of AGRCs.
He also announced that the municipal corporation has been directed to introduce a new scheme for houses built by municipal employees on BMC lease plots.

Nagpur, Dec 13: Deputy Chief Minister Eknath Shinde announced an important new scheme prepared by the state government to accelerate the redevelopment of buildings stalled due to funnel zones in Mumbai. This scheme will help unblock thousands of redevelopment projects in the city.
Due to funnel zones and other technical obstacles around the Mumbai airport, redevelopment of many buildings was not possible, resulting in underutilization of available floor space. To address this issue, the state government has prepared this new scheme under Prime Minister Narendra Modi’s “Housing for All” policy, the Deputy Chief Minister said.
Under this scheme, redevelopment of all eligible buildings in Mumbai will be promoted. For the Economically Weaker Sections (EWS), carpet area up to 300 sq ft will be provided free of cost. Similarly, special provisions have been made to ensure free reconstruction of flats up to 600 sq ft for the Low Income Group (LIG).
Landowners will be granted basic carpet area in proportion to their original ownership rights. Protected tenants will be provided carpet area equal to their protected area or a minimum of 30 sq metres, whichever is higher. Similarly, authorized occupants will be eligible for FSI equal to their legally occupied area or a minimum of 30 sq metres, whichever is higher.
Unused carpet area under the scheme will be made available in the form of TDR, making projects financially viable. All incentives, premiums, and other benefits available under existing Development Control Regulations 33(7) and 33(9) will continue. Due to this new scheme, funnel-zone-affected redevelopment projects in the Brihanmumbai area will receive major relief, and the redevelopment of buildings stalled for years will finally move forward, Deputy Chief Minister Eknath Shinde clarified.
Housing Stock to Ensure Availability of Adequate Homes; Announcement by Deputy Chief Minister Eknath Shinde in the Legislature
Nagpur, Dec 13: Deputy Chief Minister Eknath Shinde announced the creation of housing stock to provide immediate housing to displaced people and ensure adequate availability of homes for new projects.
In Maharashtra, including Mumbai, redevelopment is not possible in its original form in forest areas, mangroves, CRZ zones, and similar locations. Additionally, fast-tracking infrastructure projects such as road widening, metro projects, water supply, and sewerage works requires rehabilitation of project-affected persons (PAPs).
Similarly, the government has adopted a policy to provide housing to economically weaker sections such as mill workers, dabbawalas, and mathadi workers. To provide timely housing to all these groups, a large-scale state-level housing stock is required, and therefore this decision has been taken, the Deputy Chief Minister said.
The government has decided to pool housing stock generated under various schemes and distribute it in a planned and priority-based manner. This housing stock will include schemes such as 33(7), 33(9), 33(12B) in Mumbai, as well as state-level Inclusive Housing and PMAY schemes.
He also said that considering encroachments on mangrove land and the need to protect and conserve mangroves, the government will consider granting Green TDR.

Nagpur, Dec 13: Deputy Chief Minister Eknath Shinde announced in the Legislative Council that CIDCO has decided to directly reduce house prices by 10 percent across various categories of CIDCO housing in Navi Mumbai. As a result, these homes will now be available at lower prices, making the dream of homeownership more achievable for ordinary citizens in the Navi Mumbai region.
While making the statement, Deputy Chief Minister Shinde said that CIDCO has constructed around 17,000 houses in areas such as Kharghar, Vashi, Kharkopar, Taloja, Ulwe, Kalamboli, Kamothe, and Panvel in Navi Mumbai. The lottery process for these houses will be completed within the next two months. Before that, to provide relief to the general public, a decision has been taken to reduce house prices. Prices of houses in the EWS and LIG categories will be reduced by 10 percent.
He added that this decision has been taken to strengthen Prime Minister Narendra Modi’s vision of “Housing for All,” enabling ordinary citizens to access affordable, authorized, and quality housing.
