Greater satisfaction in realizing the dream of rightful homes for the poorest – Chief Minister Devendra Fadnavis

Many Sindhi brethren become emotional at the patta (ownership deed) distribution programme at Sindhi Colony

Nagpur, Dec 2025 :“Due to continuous efforts made over the past forty years on the issues of slum dwellers in Nagpur, today we are allotting ownership pattas in their names to many people who were deprived of self-owned homes. When I was elected as an MLA for the first time, we succeeded in issuing a Government Resolution for patta distribution. After becoming Chief Minister, we took a policy decision in this regard. Due to the swift action taken through mutual coordination among the Revenue Department, Municipal Corporation and Nagpur Improvement Trust for its effective implementation, many lifelong cherished wishes have been fulfilled today,” said Chief Minister Devendra Fadnavis. He added that this pattern would now be implemented across the state.

This programme, held at the Shantiniketan Colony ground in Pratap Nagar under the chairmanship of Union Minister for Road Transport Nitin Gadkari, was attended by MLA Pravin Datke, former MLAs Nana Shamkule and Sudhakar Kohale, former Mayor Dayashankar Tiwari, former Mayor Nanda Jichkar, Municipal Commissioner Dr. Abhijit Chaudhary, Chairman of Nagpur Improvement Trust Sanjay Meena, District Collector Dr. Vipin Itankar, among others.

During the time of India’s independence, due to Partition, Sindhi brethren had to leave behind everything they owned and live in refugee colonies in several cities. Over the past years, they faced many challenges while sustaining their livelihoods. The tag of being refugees that remained attached to their names for so many years has now been removed, and the ownership of the land on which they reside has been transferred to their names with dignity. They have been granted freehold status for the land. “We are not merely giving them land pattas, but are honouring their rightful dignity, and this gives us special satisfaction,” Chief Minister Fadnavis expressed with gratitude in his speech.

In many parts of Nagpur, the issue of scrub forest land had also been pending for years. Some areas within municipal limits were classified as scrub forest, creating difficulties for residents in getting ownership of the land they lived on. To resolve this issue, nearly eight years were devoted to legal proceedings. With the Supreme Court delivering justice in this matter, this issue has now been resolved as well, said the Chief Minister. He added that through the ‘Housing for All’ scheme, efforts are being made to ensure that even those living in kutcha houses get permanent homes. In the next phase, under the Pradhan Mantri Awas Yojana, everyone will be provided a permanent house.

Some people are trying to create confusion. However, now patta holders have become the legal owners of the land. Since the house is now in your name, banks will also help during financial difficulties. With legal rights secured, everyone can take decisions regarding their house or relocation elsewhere, Chief Minister Fadnavis pointed out. He also specially acknowledged the contribution of Leena Budhe and her colleagues from the Centre for Sustainable Development for resolving the issues of slum dwellers.

Union Minister Nitin Gadkari said that the long-pending issue of ownership pattas has been handled very skilfully and resolved by Chief Minister Devendra Fadnavis. It is satisfying to see thousands of people receiving ownership pattas in their names, he said.

Nagpur is counted among the few smart cities in the country. Facilities required in a smart city primarily include sports grounds, well-equipped marketplaces, gardens, vegetable markets, transport facilities, along with efficient water supply and sewage management. All these aspects have been incorporated in Nagpur city, and many works have been completed, he said. Private companies will be involved to make city gardens more attractive, he added.

As the programme of patta distribution was held in the Sindhi Colony area, a large number of Sindhi brethren were naturally present. At the beginning of the programme, Chief Minister Devendra Fadnavis was given a grand welcome on behalf of the Sindhi community. Women also participated in large numbers along with Vicky Kukreja and other office-bearers. Narayan Ahuja and Vinod Chawla expressed the sentiment that the identity of being refugees since Partition has now been erased by “Devabhau,” and that they have received honour of their rightful status through ownership of land and the patta distribution drive.

City Development Forum congratulates the Chief Minister

For providing major relief to slum dwellers by implementing the ownership patta scheme, the City Development Forum, Nagpur, through its coordinators Anil Wasnik, Ramdas Uike, Rajkumar Vanjari, Kawadulal Nagpure and office-bearers, respectfully presented a signed congratulatory letter to the Chief Minister.

On this occasion, Chief Minister Devendra Fadnavis and Union Minister Nitin Gadkari symbolically handed over ownership patta documents to slum dwellers. Additionally, the ‘NMC Smart Mitra’ (AI Mitra) digital helpdesk facility, which provides information about all municipal services, was inaugurated. The introductory address was delivered by Municipal Commissioner Dr. Abhijit Chaudhary. The programme was anchored by Special Officer from the Chief Minister’s Office, Asha Pathan. Arrangements were made for distribution of one thousand pattas at the programme.
