Rajasthan Film Tourism Promotion Policy – 2025 A New Initiative to Position the State as a Premier Filming Destination

Jaipur, December 2025 : The Rajasthan Government has taken a significant step towards establishing the state as a preferred film shooting destination. With the release of the proposed Rajasthan Film Tourism Promotion Policy–2025. The policy offers an attractive package of subsidies, incentives and financial support to the students in this field, making Rajasthan one of the most filmmaker-friendly states in the country.

Releasing the policy, Chief Minister Shri Bhajanlal Sharma said that Rajasthan’s rich cultural heritage, vast desert landscapes, historic forts and palaces, and diverse natural locations are of global standard. The new Film Tourism Promotion Policy will help position Rajasthan as a major filming hub while generating new employment and skill development opportunities for the youth.

Deputy Chief Minister Diya Kumari said that under the policy, film shooting will be encouraged in Rajasthan not only through financial subsidies/ incentives but also by simplifying shooting permission/ approval by strengthening the existing single window clearance system.

Key Subsidies and Incentives under the Policy:

·        Subsidy upto 30% of the expenditure incurred in the State on film shooting

·        The maximum subsidy limits are:

–      Feature Films: ₹ 3.00 Crore

–      Web Series: ₹ 2.00 Crore

–      TV Serials: ₹ 1.50 Crore

–      Documentaries: ₹ 2.0 crore

Minimum Expenditure in the State for Obtaining Subsidies/ Incentives under the Scheme:

·        To be eligible for subsidy/ incentives under the Policy, the Applicant shall be required to incur the following amount on film shooting/ production in the State:

–      ₹ 2.00 Crore in case of Feature Film

–       ₹ 1.00 Crore in case of Web Series, TV Serial, Documentary and Rajasthani language Feature Film

Two Subsidy Options:

·        Option-1: Screen Time Based Subsidy (showing Rajasthan locations in Film)

–      5–15% of screen time will receive 10% subsidy

–      16–30% of screen time will receive 20% subsidy

–      More than 30% of screen time will receive 30% subsidy

·        Option-2: Shooting based Subsidy

–      Expenditure of minimum ₹ 2.00 Crore on film shooting and minimum 50% shooting in Rajasthan will receive 30% subsidy

Additional Incentive in case of 100% Film shooting in Rajasthan:

·        Films shot entirely in Rajasthan will be eligible for additional subsidy of 5% of expenditure in Rajasthan on film shooting

100% Reimbursement of Fees at Government Locations:

·        Shooting Permission fees at government-controlled locations (up to a maximum of five days) will be reimbursed in full.

Incentives for Films shot in Rajasthan and awarded at National and International Films Awards:

·        Feature films winning international awards will receive an incentive of ₹ 1.00 Crore.

·        Films winning the National Film Awards of the Government of India will receive ₹ 50.00 Lakhs

Scholarship for Rajasthan Domicile Students studying in Premier Film and Drama Institutions

·        Rajasthan domicile students studying at Film and Television Institute of India (FTII), Pune; Satyajit Ray Film and Television Institute, Kolkata; and the National School of Drama (NSD) will be eligible for scholarships.

·        Every year, 10 students will be eligible for:

–      100% tuition fee assistance up to ₹50,000

–      100% stipend of up to ₹5,000 per month

Rajasthan Film Directory and New Online Portal:

·        The Tourism Department will prepare a comprehensive directory of all shooting locations in the state. In addition, a new online portal will be developed, providing details of directors, producers, artists, technicians, musicians, choreographers and line producers. The portal will function as a one-stop solution for filmmakers.

Mandatory Theatrical Release:

·        Films to be eligible for Subsidy must be released in theatres as follows:

–      Hindi films: Minimum 200 screens

–      Rajasthani films: Minimum 25 screens

–      Films in other languages: Minimum 100 screens

Credit to GoR and Rajasthan Tourism in Films

·        All films availing subsidies must provide mandatory credit to the Rajasthan Government and the Tourism Department.

The Rajasthan Film Tourism Promotion Policy–2025 is expected to significantly boost film tourism, strengthen the creative economy and enhance the state’s visibility on the global cinematic map.
