Chief Minister Chairs Mizoram Resource Mobilisation Committee Meeting
Aizawl, December 2025: The Mizoram Resource Mobilisation Committee (MRMC) met today at the Chief Minister’s Conference Hall under the chairmanship of Chief Minister Pu Lalduhoma, where various ongoing initiatives and follow-up actions were reviewed.
The meeting examined the follow-up to an earlier decision taken by the MRMC on April 23, 2024, regarding government doctors in Mizoram receiving the Non-Practicing Allowance (NPA) while also engaging in private practice. As per a report submitted by the Health & Family Welfare Department, there are currently 452 government doctors in the state. Of these, 347 doctors are receiving NPA, while 105 doctors are not receiving NPA and are not engaged in private practice.
In accordance with the Mizoram Health Services Rules, 2009, and the Mizoram Gazette Notifications dated February 18, 2010, and the amendment issued on December 18, 2024, government doctors (non-clinical) are prohibited from undertaking private practice while drawing NPA. Doctors who wish to engage in private practice are required to obtain prior permission. The meeting discussed the modalities for continued enforcement of these provisions.
The committee also discussed the identification of business establishments operating within Aizawl city that are liable for GST registration but have not yet obtained registration. It was decided that this exercise would be carried out jointly with the Aizawl City Local Council Association, with the Taxation Department taking follow-up action.
Regarding the request by taxation officials to carry arms for self-protection during raids and verification drives, the committee noted that, in line with practices followed by the central government and other states, coordination with the Home Department should be considered whenever such a need arises.
The MRMC also deliberated on recommendations made by the Administrative Reforms Commission in 2019, which proposed limiting file movement to only four levels of officers. The committee decided to forward a modified and flexible version of this proposal to the Department of Personnel & Administrative Reforms (DP&AR) for pilot implementation in select departments. Under the proposed arrangement, a department having an Under Secretary would not have a Deputy Secretary, and vice versa. Similarly, if a department has a Joint Secretary, it would not have an Additional Secretary, and if an Additional Secretary is required, the post of Joint Secretary would not exist. The selection of departments for the pilot project will be determined by the DP&AR.
The meeting further decided that proposals related to verifying whether Importer and Exporter Licence holders are paying taxes on goods transported through the KMMTTP should be studied in detail. In addition, the impact of implementing the e-office system at the Secretariat level was also recommended for detailed examination.
The meeting was attended by Pu Haukhuma Hauzel, IAS (Retd.), Vice Chairman of the Mizoram Resource Mobilisation Committee, along with other members of the committee.
