Innovative experiment to strengthen girls’ future through first-ever partnership of administration and Khap Panchayats

Objective is not just protection, but equal opportunities and social acceptance for girls

Lucknow, January 2026 : To give a new direction to women empowerment, nine schemes based on “Nav Deviyon Ki Shakti” launched in Bagpat are being widely discussed. Prepared in line with CM Yogi Adityanath’s vision, this model focuses on daughters’ respect, safety, health, and self-reliance. Its most unique feature is the partnership between administration and Khap Panchayats under the initiative of District Magistrate Asmita Lal, a first-of-its-kind experiment in the state. The goal is to provide daughters not just protection, but equal opportunities and social acceptance.

Changed Mindset in Bagpat

Imagine a small daughter laughing in a courtyard. Earlier, daughters remained silent, but now a nameplate with her name shines on the wall, sending the message: “A daughter is not a burden, she is the pride of the home.” This change did not happen by magic but through the nine mantras of Nav Devi, adopted in Bagpat, setting an example for Uttar Pradesh.

Power and Initiatives of Nav Deviyon

  1. NIRA Campaign: Reduce plastic waste and promote environmental protection
DM Asmita Lal explained that under NIRA, girls and women are provided free cotton reusable sanitary pads, usable for 2–2.5 years and fully recyclable. This ensures women’s health and promotes environmental protection by reducing plastic waste.
  2. “Daughter’s Name is Family Pride” Campaign
Nameplates with daughters’ names are being installed outside homes, involving village heads, staff, media, and public. The goal is to change patriarchal mindset and convey: “A daughter is not a burden, she is the family’s identity and pride.”
  3. “Meri Beti Meri Kuldipak”
Families with one or two daughters are being honored, sending the message that daughters become society’s light when provided with good values and opportunities.
  4. Introduction of “Kanya Janmotsav”
On the birth of a daughter, families receive birth certificate, baby kit, Moringa plant, and baby swaddle. The newborn is immediately enrolled in government schemes she is eligible for, avoiding multiple office visits.
  5. Empowering Weaver Women
Weaver women are linked to programs, gaining economic self-reliance, reviving traditional skills, and creating their own identity, with employment opportunities on a large scale in Bagpat.
  6. SANS Campaign: Newborn Safety
Health workers receive special training, improving newborn care and significantly reducing infant mortality.
  7. Respect and Safety at Workplace
Workshops are held to prevent sexual harassment at work, assuring women full dignity and safety. Public breastfeeding rooms have been launched at places like Baraut bus depot, providing comfort for working and student women.
  8. “Kishori Ka Pitara”
Girls write questions about sensitive issues on paper and drop them in a box (Pitara). Trained counselors respond scientifically, improving awareness about adolescent challenges.
  9. Respect for Every Daughter: Social Revolution with Khap Panchayats
Under Mission Shakti 5.0, all major Khap Panchayats pledged to oppose dowry, honor killings, and female foeticide. DM Asmita Lal said daughters are the true power of society, and Bagpat will now symbolize progress. Illegal ultrasound centers were shut down and licenses suspended to enforce law strictly.

Version:
The Bagpat model aims not only to protect daughters but also to ensure equal opportunities, social acceptance, and self-reliance. The nine mantras of Nav Devi focus on health, safety, education, economic empowerment, and dignity. The initiative is moving forward as a partnership between administration and society, with Khap Panchayats’ participation creating a strong social movement. Our pledge is that daughters receive respect, safety, identity, and opportunities at all levels.
