Sweden’s Continued Livelihood Solutions And Training Efforts For The Sustainment Of Ukraine.
Kyiv; January 2026: Continued livelihood solutions and training efforts for the benefit of Ukraine Military, the Swedish support to Ukraine is one of the Sweden Government’s highest priorities. Training activities form part of the support that Sweden provides and enable Ukraine to maintain and bolster its defence capability. The government has therefore tasked the Swedish Armed Forces with implementing a supply solution for equipment donated to Ukraine, and with implementing training activities for the development of Ukraine’s defence capability.
The Swedish Government has delved into a Mission to implement a supply solution for equipment donated to Ukraine. Some equipment donated by Sweden is in need of repair and with this assignment, the Armed Forces may bring in Ukrainian equipment that has been transferred by Sweden for repair. The Armed Forces may also conduct mechanic and operator training of Ukrainian personnel in Sweden or in EU or NATO countries. Since 2022, Sweden has delivered a large number of different qualified weapon and sensor systems in support of Ukraine. These systems and equipment require a long-term and adaptable supply solution that includes, among other things, technical system support, spare parts and replacement units, and ammunition.
Simultaneously, the Sweden Government has drafted a roadmap as a part of its mission to implement educational activities in 2026 for the benefit of Ukrainian military. The Swedish Armed Forces will also be tasked with carrying out and participating in training activities to develop Ukraine’s defence capabilities in 2026.
The mission includes basic military and position training, training linked to defence equipment that Sweden has donated to Ukraine, and other training for Ukrainian students, based on Ukraine’s needs. The training activities enable Ukraine to maintain and strengthen its defence capabilities and form part of the support provided by Sweden. In 2026, there is a need for continued training activities to support Ukraine, including within the framework of the capability coalitions that are established within the framework of multilateral cooperation.
The missions mean that the Swedish Armed Forces may negotiate and enter into necessary agreements with competent authorities in the relevant countries and organisations within the EU and NATO. The costs for the missions are covered within the existing financial framework for military support to Ukraine.
Europe and Sweden are in the most serious security situation since the end of World War II. Three central tasks for the government are to strengthen the total defence, fully integrate Sweden into NATO, and support Ukraine.
Russia has shown itself to be willing to take major political and military risks and has shown both brutality and endurance. Russia’s actions mean a structural and long-term deterioration of the security situation in Sweden’s immediate vicinity. This has far-reaching consequences for Sweden’s security. A direct consequence of this is that Sweden has joined NATO and is currently carrying out a major rearmament of its defence. At the same time, Sweden is providing extensive support to Ukraine.
Sweden Defence Decision 2025–2030:
The most powerful reinforcement of the total defence since the Cold War is now being implemented. Sweden is rapidly arming itself in an international context and is making major investments in both civil and military defence. Military defence will receive an increase of over 170 billion and civil defence over 37.5 billion by 2030. Military defence spending will amount to 2.6 percent of GDP in 2028. A powerful Swedish total defence strengthens both Sweden’s and NATO’s security.
The military defence will receive substantial contributions of over SEK 170 billion by 2030 to increase the military capability for deterrence and defence. The war organization must be strengthened with personnel and materially fulfilled and jointly trained units. Priority must be given to further increasing the pace of war unit production in order to increase the ability to defend Sweden and allied states against armed attack. A large part of these contributions will be spent on completing and strengthening the war organisation that is stated in the defence decision 2020. The financial contributions will also go towards, among other things, additional air defence, more ammunition and filling the supply stocks. Work to remove obstacles to growth continues within the military authorities. The pace of defence growth must increase.
