Revised Reservation Policy for Recruitment of Meritorious Sportspersons
Verification of validity of sports certificate mandatory within three months
The Cabinet meeting approved the implementation of a revised policy to bring coordination and uniformity regarding 5 per cent reservation for meritorious sportspersons in government, semi-government and other sectors for employment in the state. The meeting was chaired by Chief Minister Devendra Fadnavis. Under this revised policy, sportspersons eligible for reservation will be required to get the validity of their sports certificates verified within a period of three months.
The revised policy regarding 5 per cent reservation for meritorious sportspersons in government, semi-government and other sectors is being implemented to encourage sportspersons who have made their mark at the global and national levels in the field of sports and to ensure their social and economic security. This reservation will continue as horizontal reservation of 5 per cent for sportspersons for direct recruitment posts in Groups A, B, C and D in all ministerial departments and all government offices under them, Zilla Parishads, Panchayat Samitis, Gram Panchayats and Municipal Corporations, government undertakings, boards, corporations and universities, government-aided educational institutions, ashram schools and cooperative institutions (banks, sugar factories, etc.), as well as recognised voluntary organisations receiving grant-in-aid and all other types of institutions and offices, boards and organisations receiving funds or grants from the state government.
For promoting sports included continuously in three Olympic Games after 2005 and promoting indigenous sports, kabaddi, kho-kho, chess, mallakhamb and cricket will be eligible for reservation. At the same time, the condition regarding eligible sports will not apply to the Olympic Games, Paralympic Games, Asian Games, Para Asian Games and Commonwealth Games. In the years in which the Olympic Games, Paralympic Games, Asian Games, Para Asian Games and Commonwealth Games are held, the sports organised in these competitions in those respective years will remain eligible for reservation.
For competitions organised through recognised organisations, sportspersons in the senior, youth and junior age groups will be eligible for reservation. Sports in school competitions (under-19 age group) and Khelo India sports competitions, including youth, university and para games, as well as sports in All India Inter-University competitions will be eligible.
A sports e-certificate automated digital system is being introduced under the revised policy. This will help curb bogus certificates. Under this system, it will be mandatory to upload the results with a digital signature within seven days after the completion of a competition. Through blockchain technology, the data will be permanently preserved and it will not be possible to tamper with it, while immediate authenticity verification will be carried out through an automated cryptographic hash.
To bring coordination and uniformity to the policy regarding 5 per cent reservation for employment, all previous government decisions have been cancelled and a government decision regarding the consolidated revised policy will be issued soon. Sportsperson candidates who were eligible for reservation under the provisions of previous government decisions will also be required to get the validity of their sports certificates verified within three months from the date of issuance of the revised government decision.
For Group A posts, official international sports competitions, Olympic Games, Asian Games, Senior World Championships/Cups, Senior Asian Championships/Cups, Commonwealth Games, Senior Commonwealth Championships/Cups, Grandmaster (Chess), Tennis Grand Slam competitions, Paralympic Games and Para Asian Games will be included, and sportspersons securing first, second and third positions will be eligible.
For Group B (Gazetted) posts, medal-winning sportspersons in Youth/Junior World Championships, Asian Championships/Cups, Commonwealth Championships/Cups, Youth Olympic/Asian/Commonwealth Games, World and Asian School Sports Competitions organised by the International School Sports Federation (only under-19 boys/girls), World Inter-University Sports Competitions, International Master Competitions (Chess), and Para World/Asian/Commonwealth Championships will be eligible.
For Group B (Non-Gazetted) posts, medal-winning sportspersons in National Games, National Championships/National Federation Cup competitions (senior/youth/junior sports competitions organised by the recognised single-sport federation), Para National Games (organised by the Paralympic Committee), and National School Sports competitions organised by the National School Games Federation (under-19 age group) will be eligible.
For Group C posts, medal-winning sportspersons in Khelo India competitions (organised by SAI), All India Inter-University Sports Competitions, state-level senior/youth/junior sports competitions (organised by recognised single-sport federations), state-level school sports competitions (only under-19 boys/girls), state-level inter-university competitions (Ashwamedh)/Sports Festival/West Zone Inter-University competitions, and state-level Para Olympic and state-level para sports competitions organised by recognised organisations will be eligible.
For Group D posts, a sportsperson possessing sports qualifications or a sportsperson participating in Senior National Games/Senior National Championship Sports Competitions or Senior Para National Games will be eligible.

Archery, Athletics/field and running sports, Badminton, Basketball, Boxing, Canoeing and Kayaking, Cricket, Cycling, Fencing, Football, Gymnastics, Handball, Hockey, Judo, Kabaddi, Kho-Kho, Mallakhamb, Rowing, Rugby, Shooting, Swimming, Table Tennis, Taekwondo, Triathlon, Volleyball, Modern Pentathlon, Weightlifting, Wrestling, Skateboarding, Surfing, Sport Climbing, Golf, Chess, Equestrian, Sailing and Tennis.

‘Pragati Project’ to Strengthen Public Health System
The Cabinet meeting approved the implementation of the Pragati Project to strengthen the public health system in the state. The meeting was chaired by Chief Minister Devendra Fadnavis.
The Pragati (Primary Healthcare Reimagined with Advanced Governance and Accessible Technology Integration) Project will be implemented by the Public Health Department. The project period will be from 2026 to 2031. Approval was also given to obtain financial assistance in the form of a loan from the Asian Development Bank for implementation of the project.
The Pragati Health Improvement Project will be implemented to strengthen primary, secondary and tertiary healthcare services in the state in an integrated manner. This is expected to bring significant improvements in preventive healthcare, timely and accurate diagnosis, standard treatment, effective referral systems, continuity of treatment, digital governance and the efficiency of the health system. This will reduce citizens’ expenditure on healthcare and provide impetus to the objective of universal health coverage. The project is in line with the Sustainable Development Goals, Universal Health Coverage, Ayushman Bharat Digital Mission, National Health Policy and the World Health Organization Health System Framework. The project will help provide the state’s public health system with a preventive, technology-based, citizen-centric and outcome-oriented character.
The total expenditure expected for this project is Rs 4,250 crore. Of this, approval has also been given to obtain Rs 2,975 crore from the Asian Development Bank in the form of a loan, while approval has been given to make Rs 1,275 crore available in phases in the budget as the state’s share. Approval was also given for creating revenue and capital account heads for the project.
Under the project, a 500-bed district hospital each is proposed to be started in Kolhapur and Nanded, 300-bed district hospitals in Nagpur and Latur, and a 200-bed specialised referral hospital for Pune district. Approval was given for creation of 2,430 posts for these hospitals and for an annual provision of Rs 147 crore 7 lakh towards salary expenditure.
For the project, a State Project Management Unit, a Project Implementation Unit at the level of the Commissioner of Health Services, a Procurement Process Management and Implementation Unit, a Digital Health Implementation Unit and a Technical Project Implementation Unit will be established.

Approval to Provide Capital Subsidy to Hyosung India
The Cabinet meeting approved providing capital subsidy as a special case to Hyosung India Pvt. Ltd. at Auric City, Shendra, Chhatrapati Sambhajinagar, under the Integrated and Sustainable Textile Policy, 2023-28. The meeting was chaired by Chief Minister Devendra Fadnavis.
Hyosung India Pvt. Ltd. has established an elastomeric yarns (spandex) manufacturing project under the Package Scheme of Incentives. Since this is the first project established by the company in this sector, it had requested a 5 per cent subsidy in respect of expenditure exceeding Rs 500 crore and another 5 per cent subsidy on investment exceeding the additional Rs 500 crore.
Accordingly, considering the investment made by the company and employment generation as a large project in Vidarbha and Marathwada, the Cabinet Sub-Committee recommended providing subsidy to the company under the Integrated and Sustainable Textile Policy, 2023-28. In accordance with this recommendation, approval was given to provide the subsidy as a special case.
Law and Judiciary Department
District and Additional Sessions Court to be Established at Madha
The Cabinet meeting approved the establishment of a District and Additional Sessions Court at Madha in Solapur district. The meeting was chaired by Chief Minister Devendra Fadnavis.
The High Court’s Court Establishment Committee has approved the establishment of a District and Additional Court at Madha for Madha taluka. At present, cases of the proposed court are being heard at the District and Additional Sessions Court at Barshi.
There are currently approximately 2,985 civil cases at this location, of which 334 are from Madha. Similarly, out of 3,224 criminal cases at Barshi, 788 are from Madha. All these cases will be heard at the District and Additional Sessions Court at Madha. This will provide relief to advocates as well as litigants.
Approval was given for 20 regular posts and manpower through an external agency for six positions, along with provision for related expenditure for the court.

Approval for Concessional Renewal of Lease of Kaivalyadham Ishwardas Chunnilal Yogic Centre in Mumbai
The Cabinet meeting approved the renewal at a concessional rate of the lease of the Kaivalyadham Ishwardas Chunnilal Yogic Centre at Bhuleshwar in Mumbai. The meeting was chaired by Chief Minister Devendra Fadnavis.
Kaivalyadham Ishwardas Chunnilal Yogic Centre is an organisation working in the healthcare sector and provides education, training and treatment in yoga, pranayama, naturopathy and Ayurveda. Scientific yoga research, postgraduate diploma courses and daily yoga sessions are conducted here.
As the lease period of the land of the institution had expired, a proposal was placed before the Cabinet to renew the lease for the next 30 years at an annual rate of Rs 12. Taking note of the institution’s work in the public interest, the Cabinet meeting approved the proposal.

Approval to Grant Land in Possession of Bhikkhu Sangha United Buddhist Mission in Chembur to the Institution
The Cabinet meeting approved granting 1,735 square metres of land in the possession of the Bhikkhu Sangha United Buddhist Mission institution at Chembur (Kurla taluka). The meeting was chaired by Chief Minister Devendra Fadnavis.
The institution uses this land for social, cultural and religious purposes and is registered under the public trust system. A children’s hostel, kitchen and some portion of the land are being used for religious activities. The institution had requested regularisation of the land through the Konkan Divisional Commissioner.
Accordingly, approval was given to grant the land to the institution on lease at a nominal rate.

Government Land for Shri Mahalakshmi Jagdamba Sansthan in Koradi
The Cabinet meeting approved leasing at a nominal rate the government lands developed under the pilgrimage development plan in Nagpur to Shri Mahalakshmi Jagdamba Sansthan. The meeting was chaired by Chief Minister Devendra Fadnavis.
Construction has been carried out on the land at Koradi in accordance with the pilgrimage development plan, and all these facilities are managed by Shri Mahalakshmi Jagdamba Sansthan. The Sansthan has to incur expenditure for providing facilities to devotees as well as for sanitation, electricity, water, security and other requirements.
As the land belongs to the government, it was difficult for the institution to show the expenditure incurred on it in its balance sheet. Therefore, the Sansthan had requested that the land be made available on lease for a period of 30 years for effective and planned management, maintenance and repairs.
Accordingly, the Cabinet meeting approved granting the land on lease in accordance with the prevailing government principles for annual lease rent assessment.
