Bhubaneswar, September 2026 : As a significant step towards making revenue administration more transparent, accessible, organised and citizen-centric, the Board of Revenue, Odisha today launched its new website and quarterly journal. The new website and journal were formally launched by Hon’ble Revenue Minister Shri Suresh Pujari.
The event was attended by Hon’ble Member, Board of Revenue, Shri Satyabrata Sahu; Secretary, Board of Revenue, Shri Laxmikant Sethi, along with senior officers of the revenue administration, officers from various departments and employees.
Speaking on the occasion, Hon’ble Revenue Minister Shri Suresh Pujari said that these two initiatives are not merely the launch of a new website or a new publication, but mark the beginning of a new chapter in making technology, information and judicial knowledge more widely accessible within the revenue administration.
He said that the Board of Revenue, Odisha has a long and distinguished administrative legacy, with its role deeply intertwined with the evolution of revenue administration in the State. The Board has been discharging its responsibilities as a premier institution in matters relating to land, land records, rights, revenue laws and resolution of land-related disputes.
The Minister emphasised the need to further strengthen the infrastructure of the Board of Revenue and ensure adequate manpower so as to make revenue administration more efficient and ensure expeditious resolution of land-related cases in the days ahead.
The Hon’ble Revenue Minister also appreciated the continuous efforts of the Board of Revenue towards expeditious adjudication and disposal of revenue cases. He stressed the importance of addressing the various requirements of the Board to further strengthen the revenue administration. He also appreciated the Board for its prompt, impartial and positive decisions recently taken towards the protection and restoration of the land assets of Mahaprabhu Shri Jagannath.
The Minister further emphasised the importance of regular study of the newly published journal by officers at different levels of the Revenue Department and expressed the hope that the journal would contribute significantly towards further strengthening the revenue administrative system by providing guidance based on judicial decisions and established legal principles.
Hon’ble Member, Board of Revenue, Shri Satyabrata Sahu, said that the launch of the new website marks a productive beginning in integrating the rich administrative legacy of the Board of Revenue with modern technology. Through the new website, information relating to various activities, branches and divisions of the Board has been made available on a well-organised digital platform.
Information relating to major revenue institutions such as the Commissioner of Land Reforms, Commissioner of Land Records and Settlement, Commissioner of Consolidation and Inspector General of Registration has also been made readily accessible through the website.
The quarterly journal published by the Board of Revenue is envisaged as a new knowledge-based initiative in the field of revenue justice. The journal is not merely a publication ; it will serve as a valuable reference and guide on the application of revenue laws, judicial trends and complex issues relating to land and revenue matters.
It may be noted that the journal of the Board of Revenue was earlier generally published annually. Since the number of important case decisions was comparatively limited, significant orders were compiled and published at the end of the year in the form of an annual compilation.
However, in the last eight months, around 11,000 cases have been disposed of by 41 Revisional Courts functioning under the Board of Revenue. This significant increase in the pace of case disposal has led to a change in the earlier annual publication system and has provided the impetus for introducing a quarterly journal. The encouragement extended by the Hon’ble Revenue Minister has also been a major motivating factor behind this initiative.
The journal will feature important and landmark orders relating to revenue laws, land disputes, correction of land records, classification of land, title, possession, mutation, leases, Government land and other complex revenue matters.
This will enable the decisions of the Board of Revenue to serve as an authentic and easily accessible reference for Revenue Courts at the field level and for revenue officers working at various levels of the administration.
For a Tahasildar, Additional Tahasildar, Sub-Collector or any other revenue officer dealing with a complex revenue case, the approach and decisions of the Board of Revenue in cases of a similar nature can serve as a valuable guide. This will facilitate the proper application of law, consistency in decision-making and greater transparency in the judicial process.
The two initiatives ; the new website and the quarterly journal are complementary to each other. While the website will take information and services of the Board closer to citizens, the journal will disseminate the experience, knowledge and jurisprudence of revenue justice across different levels of the revenue administration.
