TVK Government Set for First Cabinet Expansion Amid Political Balancing Act

Chennai, May 2026 : The C. Joseph Vijay-led Tamilaga Vettri Kazhagam (TVK) government is preparing for its first Cabinet expansion on Thursday, in what is shaping up to be a carefully calibrated political exercise aimed at balancing alliance expectations, regional representation, and internal party pressures.

According to sources, the final round of consultations on the ministerial list is currently underway, and preparations are being made for a likely swearing-in ceremony scheduled for Thursday morning. The expansion is being closely watched as it will set the tone for the government’s administrative and political direction in its early months.

Governor Rajendra Vishwanath Arlekar, who is holding additional charge, is expected to arrive in Chennai on Wednesday evening to complete the formal constitutional formalities related to the Cabinet expansion.

Sources within the ruling establishment indicated that the government is likely to accommodate its key alliance partner, the Congress, in the expanded Cabinet. At least two Congress legislators are said to be strong contenders for ministerial berths, although final confirmation is awaited.

At the same time, speculation over the possible inclusion of legislators from the AIADMK faction led by C. Ve. Shanmugam and S. P. Velumani has been firmly downplayed by government sources. They clarified that there has been no formal proposal or discussion on inducting AIADMK members into the Cabinet.

A senior government functionary said that the AIADMK faction’s support during the Assembly floor test was strictly political in nature and should not be interpreted as part of any power-sharing arrangement. The leadership, according to sources, has chosen to avoid any politically sensitive decisions that could trigger instability at the beginning of its tenure.

Reports also suggest that alliance partners such as the Congress, Left parties, and the Viduthalai Chiruthaigal Katchi (VCK) had expressed reservations about any move to include AIADMK legislators, prompting the ruling leadership to step back from the idea.

Meanwhile, internal lobbying within the TVK has intensified, with several first-time MLAs and senior party functionaries vying for ministerial positions. The Cabinet expansion is expected to reflect internal balancing within the party, alongside alliance management.

Significantly, the expansion is also aimed at filling administrative gaps, as more than 20 key departments are currently functioning without full-time ministers. These include crucial portfolios such as Higher Education, Revenue, Transport, Social Welfare, Agriculture, Housing and Urban Development, Tourism, Information Technology, Labour Welfare, Fisheries, and Environment.

In several cases, departments are being overseen on an interim basis by existing ministers or senior officials, with files being processed and policy discussions continuing in the absence of formal ministerial heads.

Secretariat sources indicated that the impending Cabinet expansion is expected to streamline governance and provide clarity in administrative responsibilities, which has been pending since the formation of the government.

With the swearing-in likely on Thursday morning, the expansion is seen as a key step in consolidating the TVK government’s administrative framework while carefully managing coalition dynamics and political sensitivities.
