Chief Minister Dr. Yadav Reviews Backward Classes and Minority Welfare Department
Chief Minister Dr. Mohan Yadav has directed the Backward Classes and Minority Welfare Department to ensure that subsidies and loan assistance provided under entrepreneurship and self-employment schemes are delivered in a timely and accessible manner, with proper monitoring of their utilisation. He said that, in addition to completing departmental formalities, the Department should actively assist beneficiaries in obtaining the requisite bank loans and subsidies. The Chief Minister further directed that scholarships for students belonging to Backwards Classes and Minority communities must be disbursed within the same academic year in which they become due and before the prescribed deadline. Chief Minister Dr. Yadav emphasised the need for effective coordination with the School Education Department, Higher Education Department, and other concerned agencies to ensure timely distribution.
Chief Minister Dr. Yadav addressed a review meeting of the schemes and activities of the Backward Classes and Minority Welfare Department on Monday.
Chief Minister Dr. Yadav instructed departmental officials that the objective of every administrative process should be to ensure easy, timely and hassle-free delivery of benefits to eligible beneficiaries. Any technical issues or procedural shortcomings hindering this objective should be resolved immediately. He also directed that all entries related to Waqf properties in the state be mandatorily uploaded to the Central Government’s UMEED Portal. Continuous monitoring should be undertaken to ensure the timely and positive resolution of land disputes related to Waqf properties. It was informed that Madhya Pradesh ranks first in the country for uploading Waqf property records on the UMEED Portal.
Chief Minister Dr. Yadav instructed officials to give priority to the implementation of pending departmental commitments and ensure that departmental inquiries are completed within the stipulated timelines. He also called for regular monthly reviews to achieve all physical and financial targets within the prescribed timeframe.
The meeting was informed that the Department is developing a Virtual Voice Assistance Tool to provide applicants and beneficiaries with updated information on all departmental schemes. Under the initiative ‘Digital Marketing for Promoting Departmental Activity’, awareness regarding departmental schemes is also being disseminated among students through MP Online.
Chief Minister Dr. Yadav directed that this innovation be integrated with the MP e-Seva Portal so that students from OBC and other communities can easily access information about employment and self-employment schemes.
Dr. A.P.J. Abdul Kalam Simulatory Space Centre to Be Established
Principal Secretary, Backwards Classes and Minority Welfare, Shri E. Ramesh Kumar informed the meeting that, with support from the Union Ministry of Minority Affairs, the Dr. A.P.J. Abdul Kalam Simulatory Space Centre will soon be established in Madhya Pradesh. The Centre aims to foster scientific temper and interest in space science among students and citizens. The Department of Science and Technology and the Madhya Pradesh Council of Science and Technology (MAPCOST) will assist in its operation and management.
Employment Opportunities Through Shaurya Sankalp Training Scheme
Under the Shaurya Sankalp Training Scheme, Class XII-pass youth from Other Backwards Classes are being trained for recruitment into the armed forces, police, home guards and other security agencies, including private security organisations. The scheme is currently being implemented in 20 districts of the state, with around 4,000 youth participating. The training programme will conclude on 30 June.
Enhanced Facilities for OBC Youth
The scholarship amount under the Delhi Student Home Scheme has been increased from ₹1,550 to ₹10,000, while the number of beneficiaries has been expanded from 50 to 300 annually. For the first time in the state’s history, mess facilities are being introduced in OBC hostels. The Department has developed 31 girls’ hostels as model hostels, while an additional ₹20.50 crore is required to upgrade the remaining 24 hostels.
Shri E. Ramesh Kumar informed that the selection process for the OBC Overseas Study Scholarship Scheme has been revised. Candidates are now selected on merit based on eight criteria, replacing the earlier system that relied solely on QS rankings. Under the Sardar Patel Coaching Training Scheme, 4,500 aspirants will receive coaching for competitive examinations at the divisional level. The coaching programme is scheduled to commence in July–August this year. He further informed that several innovative initiatives have also been introduced in departmental hostels to improve student welfare and educational outcomes.
