Telangana Police to Create Database of Foreign Domestic Workers, Push Technology-Driven Policing: DGP C.V. Anand

Hyderabad, June 2026 : Telangana Director General of Police (DGP) C.V. Anand has directed police officials across the state to prepare a comprehensive database of domestic workers from Nepal and other foreign countries, stressing the need for enhanced monitoring and security measures following a series of serious crimes involving domestic help.

Chairing a high-level review meeting on Monday, the DGP expressed concern over recent incidents in which domestic workers from outside the state and abroad were allegedly involved in major criminal offences. He instructed officials to maintain a structured and regularly updated database containing complete details of foreign domestic workers, including their place of residence, employment information, and identity records.

The directive comes in the wake of two high-profile cases reported recently in Hyderabad. In one incident, a domestic worker from Nepal and her associates allegedly murdered the wife of a retired IPS officer at her residence in the upscale Jubilee Hills locality before fleeing with valuables. In another case, a Nepalese couple employed as domestic help, along with accomplices, allegedly tied up their employers, sedated them, and escaped with gold, silver and other valuables worth several lakhs of rupees.

Revival of Staff Officers Meeting

In an effort to improve coordination and policy implementation within the police department, the DGP has revived the “Staff Officers Meeting”, a fortnightly platform bringing together senior officers from the DGP’s office and heads of various wings of the department.

The practice had gradually fallen out of use over the years, resulting in visible coordination gaps between different units. By reviving the forum, the police leadership aims to ensure regular interaction among senior officers, facilitate better policy execution, and address inter-departmental issues more effectively.

The meeting covered a wide range of subjects, including the creation of the foreign domestic worker database, implementation of Crime and Criminal Tracking Network and Systems (CCTNS) 2.0, technology-driven policing initiatives, and the use of advanced technologies such as Artificial Intelligence (AI), drones, and data intelligence systems.

Focus on Commissionerate Reorganisation

A significant portion of the discussions centred on the proposed reorganisation of police jurisdictions across the Hyderabad metropolitan region. The DGP conducted a detailed review with senior officers and police commissioners regarding the jurisdictions of Hyderabad, Cyberabad, Malkajgiri and Future City Commissionerates.

Issues related to police station limits, border village divisions and administrative boundaries were examined in detail. Anand directed officials to formulate comprehensive plans for restructuring circles, zones and village jurisdictions in a manner that enhances administrative efficiency and operational effectiveness.

Technology at the Core of Future Policing

The DGP strongly emphasised the role of technology in transforming modern policing and called for greater adoption of digital tools across all levels of the department.

Senior officers reviewed the implementation of CCTNS 2.0 and discussed ways to modernise existing manual processes. They also explored the wider utilisation of the TG Cops platform and other digital applications that can improve police functioning.

According to Anand, technology can significantly improve policing by enabling quick access to information relating to Dial-100 emergency responses, rowdy sheeters, repeat offenders, anti-social elements, vehicle searches and criminal history records.

He urged officers to accelerate efforts towards AI-based policing, drone deployment, Human Resource Management Systems (HRMS), smart applications and data intelligence platforms. Stressing the vision of “Telangana Smart Policing – Using Technology,” he said technology must become an integral part of day-to-day police operations.

Strengthening Women’s Participation

The meeting also addressed issues relating to gender representation and working conditions for women personnel in the police force. The DGP directed officers to ensure the effective implementation of the state’s policy of 33 per cent reservation for women in police recruitment and service.

He further advised field officers to provide greater opportunities for women personnel in law-and-order duties and operational policing roles, thereby promoting gender parity within the force.

Planning for Future Challenges

Discussions were also held on manpower management, vehicle audits, traffic regulation and personnel deployment. Officials reviewed future requirements for strengthening traffic management systems and enhancing the functioning of the Road Safety Bureau.

The meeting additionally examined the need for specialised mechanisms to tackle emerging challenges such as food adulteration and other public safety concerns.

Call for Better Use of Existing Technology

At a separate video conference with Station House Officers (SHOs) and officers from various units, Anand observed that Telangana Police had once been regarded as one of the country’s most technologically advanced police organisations.

However, he noted that inadequate utilisation of available systems and inconsistent implementation at the field level had caused the department to lag behind in certain areas in recent years.

The DGP urged officers to make optimum use of existing technological resources and strengthen data-driven policing practices. He stressed that technological advancement is not merely about developing software applications but about ensuring their effective use, continuous updating and real-time management of data.

Reaffirming the department’s commitment to modernisation, Anand called upon officers at all levels to embrace innovation and technology to build a more efficient, responsive and future-ready police force in Telangana.
