Value-Based Education Is the Need of the Hour to Build Aware and Responsible Citizens: Chief Minister Devendra Fadnavis

Directions Issued for Large-Scale Implementation of the Second Phase (2.0) of the MulyaVardhan Programme

Mumbai, June 2026 : Chief Minister Devendra Fadnavis has said that value-based education is essential for developing aware, responsible, and socially conscious citizens. Emphasizing the importance of nurturing leadership qualities, communication skills, and good citizenship among students, he directed the large-scale implementation of the second phase (2.0) of the MulyaVardhan (Value Enhancement) Programme across the state.

The Chief Minister was speaking during a review meeting held at Sahyadri Guest House to assess the impact and outcomes of the programme. School Education Minister Dadaji Bhuse joined the meeting virtually. Minister of State Pankaj Bhoyar, social activist Shantilal Muttha, senior officials, and representatives of partner institutions, including SBI Bank, Bandhan Bank Foundation, Firodia Foundation, and Shantilal Muttha Foundation, were also present.

Beyond Academics: Building Character and Confidence

Chief Minister Fadnavis stated that education is not limited to the academic curriculum alone. He said the teaching methods adopted by educators, their ability to communicate effectively with students, and their role in bringing about positive behavioural changes are equally important.

According to him, the teacher-training component of the MulyaVardhan Programme has been helping educators address students’ fears, hesitation, and doubts, thereby making the learning process more effective and engaging. In view of these positive outcomes, he called for stronger and more effective implementation of future phases of the programme.

He urged the Education Department, training institutions, and partner organizations to continue working in close coordination to further improve the quality of education. The Chief Minister stressed that efforts should focus not only on producing academically successful students but also on developing sensitive, aware, and responsible citizens through value-based education.

Positive Impact on Schools and Students

School Education Minister Dadaji Bhuse said that the initiative has significantly increased the participation of both students and parents and has brought noticeable changes in schools.

He noted that various activities are being conducted under the programme to foster a positive outlook among teachers while helping students develop leadership qualities, communication skills, and a sense of social responsibility. The initiative, he said, has received recognition not only within Maharashtra but also at the national level.

Teachers Driving Meaningful Change

Social activist Shantilal Muttha praised the teachers of Zilla Parishad schools for their outstanding work and said the MulyaVardhan initiative has proved highly effective. He added that the continued support of the state government has helped expand the programme’s reach and impact.

Education Commissioner Sachindra Pratap Singh informed the meeting that there is a proposal to allocate two dedicated hours in school timetables specifically for value-based education.

Meanwhile, SCERT Director Hemant Vasekar said that the programme has brought qualitative improvements in teaching methodologies and classroom engagement.

Teachers Share Success Stories

Teachers from across the state participated in the meeting through video conferencing. Representatives from districts including Pune, Yavatmal, Nanded, Palghar, and Gadchiroli shared their experiences regarding the positive transformation brought about by the programme in their schools.

Teachers reported increased self-confidence among students, improved classroom participation, and a more positive and encouraging school environment. They highlighted how value-based learning has helped students become more engaged, responsible, and motivated.

Appreciating the success of the initiative, Chief Minister Fadnavis congratulated all teachers, partner organizations, and government officials involved in its implementation. He reiterated that expanding value education is essential for preparing future generations not only for professional success but also for responsible citizenship and nation-building.
