Review Pending Applications for Electricity Connections: Eliminate Backlog of New Connections by October 30 – DISCOMS Chairman

Jaipur : DISCOMS Chairman Ms. Aarti Dogra has directed field engineers to make every possible effort to clear the backlog of new electricity connection applications. She emphasized the need to eliminate all pending applications by October 30. Ms. Dogra reviewed the status of pending power connection applications with Jaipur DISCOM engineers at Vidyut Bhawan on Thursday.

During the meeting, Ms. Dogra instructed the team to assess the pending electricity connections across domestic, industrial, and commercial categories, particularly in the two sub-divisional offices with the highest number of pending connections in each circle. She urged that accommodations be provided to the applicants as soon as possible. She stated that Executive Engineers and Assistant Engineers should not rely solely on their subordinates for tracking the progress of the connections and must utilize the NCMS software to ensure the smooth issuance of all connection categories.

The DISCOMS Chairman noted that if there are any deficiencies in the documents submitted by applicants, they should be informed through appropriate channels to allow timely rectification. She also commended past efforts in this direction across various sub-divisions.

Present at the meeting were Technical Director of Jaipur DISCOM Shri SS Nehra, Chief Engineer of Materials Management Shri RK Meena, Chief Accounts Controller Shri AK Joshi, Jaipur Zone Chief Engineer Shri RK Jinwal, and other senior engineers. The Chief Engineers and concerned Superintending Engineers from Bharatpur and Kota participated via video conference.

Real-Time Monitoring with NCMS Software

Real-time monitoring of public works related to new connections, name changes, and changes in sanctioned load will be conducted using the New Connection Management System (NCMS) software. This software will enable tracking of how long an applicant’s file remains pending in sub-divisional offices and at which personnel level the delay occurs.

As per the directives of DISCOMS Chairman Ms. Aarti Dogra, instructions have been issued to field engineers regarding this monitoring. The Superintending Engineer of Operations and Maintenance in each division will regularly oversee the disposal of connection files in their respective sub-divisional offices, ensuring no delays occur in issuing connections.

The DISCOMS Chairman has directed that new connection letters must not be delayed for approval by Assistant Engineers, verification by Junior Engineers, actions at the Consumer Clerk level, or completion of job orders. If there are any deficiencies in the applicant’s documents, they should be notified via notice, SMS, email, or telephone.

Moreover, the DISCOMS Chairman instructed respective Superintending Engineers to coordinate with the Material Management Wing to ensure the availability of materials. The Zonal Chief Engineer will regularly monitor the release of connections within their zone.

Employee Training

The Corporation will provide training for its field personnel on the NCMS software. A four-member committee has been formed to expedite this training, consisting of Mr. Umesh Gupta, Chief Engineer of Bharatpur Zone; Mr. AK Tyagi, Additional Chief Engineer (Safety & Quality Control); Mr. Naveen Jain, Superintending Engineer (Commercial); and Ashok Verma, Superintending Engineer (IT).
