Officials Should Work Sensitively and Provide Relief to the Public – Chief Secretary
Jaipur : Officials must work with sensitivity, ensure that all eligible individuals receive the benefits of central and state welfare schemes, and provide relief to the public. Chief Secretary Shri Sudhansh Pant emphasized this during the divisional review meeting held in Ajmer on Tuesday. He reviewed law and order, good governance, state budget announcements, revenue matters, and various departmental schemes and operations. Divisional Commissioner Shri Mahesh Chandra Sharma and Inspector General of Police Shri Om Prakash provided an update on the division’s progress.
During the meeting, the Chief Secretary instructed that development projects and public welfare programs be completed within the stipulated time to maximize benefits for the common people. He also reviewed the preparations for the upcoming Teacher Eligibility Test (TET) and discussed measures to ensure its smooth and fair conduct. Discussions were held on steps taken to prevent cheating and errors in the examination process.
He analyzed pending land conversion and mutation cases at the district collector and SDM levels, stressing their priority resolution as they are directly linked to public interests. Regular high-level reviews of some cases should also be conducted. The discussion also covered e-governance and administrative reforms, with directives to assess file disposal times and ensure time-bound resolution. All official documents should be processed through the e-filing system.
Shri Pant directed that appeals regarding government land being declared private property be filed in the appropriate court, with a review of past decisions. To protect the youth from drug abuse, continuous action should be taken, and monthly district-level reviews should be conducted by the Excise, Police, and other departments. Stopping illegal mining must be a top priority, with coordinated efforts from the district administration, police, forest, mining, and transport departments. He also instructed that the RAC (Rajasthan Armed Constabulary) be re-deployed in Nagaur to curb illegal mining activities.
The Chief Secretary emphasized the prevention of crimes against women, noting that stopping crimes before they happen is a major achievement. This can be achieved through public awareness and a sensitive administration. For reducing highway accidents, data analysis should be conducted to develop targeted safety plans. Innovations implemented elsewhere should be adapted to local needs.
Regarding the new criminal laws, he instructed officials to ensure 100% FSL investigations and e-summons compliance. All officers must undergo training as per the Home Department’s Standard Operating Procedures (SOPs) and use related mobile applications. Notices should be served electronically, with follow-up phone calls from police station landlines.
Shri Pant also emphasized accelerating training under the iGOT Mission Karmayogi and maintaining law and order in accordance with regulations. Close monitoring of regional events was also stressed.
Reviewing development projects, he assessed the Jal Jeevan Mission’s progress, pending PHED (Public Health Engineering Department) electrical connections, and land allotments. He directed officials to expedite land acquisition cases and enhance the implementation of the Pradhan Mantri Suryaghar Free Electricity Scheme, a government flagship program to boost solar energy adoption. He also conducted a district-wise review of agriculture and revenue-related issues, including electricity supply for agriculture and the availability of essential inputs like seeds and fertilizers. The procurement of crops at minimum support price (MSP) should be closely monitored to ensure timely payments to farmers.
Discussing the 2025-26 state budget projects, he reviewed the land allocation status and instructed officials to ensure their rapid implementation. He emphasized that beneficiaries should receive timely benefits from health and welfare schemes, including Ayushman Bharat cards, the TB-Free India campaign, and the Ayushman Vay Vandana Yojana. Progress under the Ayushman Bharat Health Infrastructure Mission was also reviewed, with a focus on achieving India’s goal of eliminating tuberculosis by 2025.
He further reviewed revenue collection from commercial taxes, excise, registration, stamp duty, mining, and transport sectors, instructing officials to prioritize the recovery of old dues. Complaints registered on the Sampark Portal and CPGRAMS should be resolved within stipulated timelines. The aim is to clear all cases pending for over 90 days.
The meeting was attended by Ajmer Divisional District Collectors Shri Lok Bandhu, Shri Arun Kumar Purohit, Shri Jasmeet Singh Sandhu, Dr. Soumya Jha, Shri Mahendra Singh Khadgawat, and Shri Pukhraj, along with Ajmer Development Authority Commissioner Smt.
