“CM Yogi Orders Merger of Khurja and Bulandshahr Development Authorities”

Chief Minister Yogi Adityanath reviewed a presentation of the GIS-based Master Plan-2031 for Khurja, Bulandshahr, and Moradabad Development Authorities in a high-level meeting today and gave necessary instructions.

● Khurja and Bulandshahr are constituted as two separate development authorities, despite having significant economic, commercial, industrial, cultural, and social similarities. The entire area falls under the same district, Bulandshahr. To create long-term development plans and implement them smoothly, it is necessary to combine both authorities into one large development authority. Complete the necessary actions for this as soon as possible.

● Khurja’s ceramics industry is well-known both nationally and internationally. In 2021, ceramic products worth 23 million US dollars were exported. There is still a lot of potential in this sector. It is necessary to expand facilities according to the needs of the entrepreneurs and craftsmen involved. Provide them with market access and construct a ceramics market.

● Jewar International Airport is near Khurja. Khurja is also getting the benefit of Eastern and Western Dedicated Freight Corridor. This special situation will play a significant role in making Khurja an export hub in the future. A new industrial area should also be developed for pottery industry entrepreneurs.

● Implement a comprehensive plan for solid and liquid waste management in all cities, following the Reduce, Reuse, and Recycle policy. Include this in the master plan. Construct STPs/CETPs. The landfill site should be identified in advance. Additionally, adopt new technologies to enhance waste management.

● In Moradabad, there is encroachment along the banks of the Ramganga River. Similar situations can be seen in districts like Kashi and Saharanpur. Currently, efforts are being made to revive the Kukrail River in Lucknow, where illegal settlements have been removed and relocated elsewhere. Similar actions should be taken in other districts based on local needs. Ensure no settlements exist in the river basin. Preserve old ponds, lakes, and other water bodies. Remove any encroachments immediately.

● Ensure that every city’s master plan reserves areas for green spaces. No new colonies should be established in green belt areas under any circumstances.

● When extending the boundaries of development authorities, newly included villages should be classified as residential areas (population) in the master plan. They should not be designated as green belts under any circumstances. Engage with local representatives to carry out the necessary actions accordingly.

● All cities must develop an inner ring road. Various facilities should be developed along different link roads adjacent to this inner ring road. To alleviate congestion inside the city, it is necessary to provide amenities for the development of various commercial activities along the ring road. Areas such as Sports City, Medi City, Knowledge City, Nature Park, and AYUSH Park should be developed somewhere.

● Pay attention to the development of new colonies included in the master plan. Ensure the availability of all basic amenities like roads, sewers, electricity, and water. When finalizing the master plan, ensure that any religious sites are recorded as they are.

● Traffic management in cities is a crucial issue that requires solid efforts. When widening roads, ensure proper arrangements for drainage and utility ducts.

● Expedite the resolution of public issues and avoid unnecessary delays in routine tasks like map approvals. Appoint skilled town planners in the authorities. Expand the scope of services and create new sources of income.
