Raipur : In the Chhattisgarh Assembly today, grant demands exceeding ₹21,277 crore 28 lakh for the financial year 2025-26 were passed for the Police, Home, Jail, Panchayat and Rural Development, Financial Assistance to Three-Tier Panchayati Raj Institutions, Science and Technology, and Technical Education and Employment Departments. This includes ₹8,237 crore 13 lakh 16 thousand for police department-related expenses, ₹141 crore 64 lakh 25 thousand for the home department, ₹278 crore 99 lakh 90 thousand for the jail department, ₹8,055 crore 65 lakh 97 thousand for the Panchayat and Rural Development Department, ₹4,025 crore 76 lakh 69 thousand for financial assistance to three-tier Panchayati Raj institutions, ₹64 crore for science and technology, and ₹474 crore 8 lakh 4 thousand for the Technical Education and Employment Department.
Deputy Chief Minister Shri Sharma informed the House that the state government is fulfilling every guarantee made by Prime Minister Shri Narendra Modi. The government is working towards realizing PM Modi’s vision of providing shelter to every homeless family. Our government, in its very first cabinet meeting, approved the provision of permanent houses for 18 lakh poor families in the state under the Pradhan Mantri Awas Yojana (Rural). He stated that for our government, the PM Awas Yojana is not just a program of houses made of bricks and mortar but a symbol of dignity, security, and self-reliance for millions of needy people.
Deputy Chief Minister Shri Sharma informed that the Government of India, considering our commitment, has approved 11 lakh 50 thousand new houses, for which ₹8,000 crore has been allocated. So far, 7 lakh 69 thousand houses have been sanctioned, and construction work is progressing rapidly. He further stated that under the leadership of Chief Minister Shri Vishnudev Sai, the state government has made a historic provision of ₹8,500 crore in the 2025-26 budget for PM Awas Yojana Rural, ensuring that homeless and needy families achieve their dream of owning a house. Under the Prime Minister’s Tribal Justice Maha Abhiyan, 26,426 beneficiaries from particularly vulnerable tribal groups (PVTGs) have been sanctioned houses, and ₹259 crore has been transferred into their accounts.
Shri Sharma also informed the House that, under the State Rural Livelihood Mission, more than 29.14 lakh women from 2.70 lakh self-help groups have been engaged in various income-generating activities. Under the scheme, organizations have so far received over ₹6,873 crore as disaster relief funds. In the last financial year, against the target of making 2 lakh women ‘Lakhpati Didi,’ over 2.24 lakh women have already achieved this status. Meanwhile, with the support of the Union Rural Development Ministry, the ‘Namo Drone Didi’ scheme has been launched. So far, 14 ‘Drone Didis’ have been trained, and training is underway for 74 more. He also highlighted that the Swachh Bharat Mission, launched as a mass movement at the call of Prime Minister Modi, has yielded encouraging results. Our government has allocated ₹200 crore for the Swachh Bharat Mission in this year’s budget.
Under the PM Gramin Sadak Yojana, 19 incomplete roads covering 204 km in Naxal-affected areas of Bastar have been completed with the support of security forces. Additionally, 35 large bridges have been constructed at an expenditure of ₹85 crore. A provision of ₹350 crore has been made for renovation works in this year’s budget. Similarly, under the PM-Janman Yojana, ₹500 crore has been allocated for road construction in PVTG settlements. For the Mukhyamantri Gram Sadak Vikas Yojana, ₹92.70 crore has been allocated, which will facilitate the construction of 66 roads spanning 167 km. Additionally, ₹100 crore has been allocated for the Mukhyamantri Gram Gauravpath Yojana.
Deputy CM Shri Sharma stated that our government has allocated ₹50 crore to empower and make rural women self-reliant while promoting social harmony. Moreover, ₹14 crore has been allocated for building construction in 70 gram panchayats, and computers will be provided in all panchayats with the support of the Panchayati Raj Ministry.
In the past year, significant measures have been taken to improve the state’s law and order, which have proven to be milestones. Efforts in Naxal elimination have accelerated development in affected districts, and Naxalism is nearing its end. This year, the budget for the Home Department has been increased by 10% compared to last year, reflecting the government’s commitment to strengthening law and order and modernizing the police force.
A historic budget allocation of ₹518 crore has been made to enhance police infrastructure, which exceeds the total budget of previous years. Last year, ₹200 crore was allocated for this purpose, but this time it has been increased by over 2.5 times. This allocation will be used for constructing and upgrading police stations, training centers, administrative buildings, and police housing.
Over the past year, unprecedented efforts have been made in Naxal-affected areas. Despite difficult conditions, security personnel have bravely countered Naxalism. In the last 14 months, 157 encounters resulted in the recovery of 305 Maoist bodies, 396 weapons, and 492 IEDs, while 1,205 Maoists were arrested. Due to the government’s rehabilitation policy and security force pressure, 975 Naxalites have surrendered and rejoined the mainstream.
For Naxal elimination, several new provisions have been made in this year’s budget. The creation of 3,202 new posts for the Bastar Fighters in all seven districts of Bastar will provide employment to local youth. Construction of administrative and residential buildings for police in Naxal-affected areas is a priority. Around ₹2.74 crore has been allocated for new buildings and equipment to strengthen the intelligence network. Additionally, ₹14 crore has been allocated to purchase a special WHAP vehicle to enhance anti-Naxal operations.
Significant steps have been taken towards police modernization. This year’s budget includes ₹350 crore for equipping the police force with advanced weapons, communication devices, bulletproof jackets, and special surveillance drones. A modern cyber cell is being established to curb cybercrime, with adequate financial resources allocated. Funds have also been allocated to increase the number of police vehicles and improve patrolling quality.
To ensure women’s safety, ₹100 crore has been allocated for the expansion of ‘Sakhi One Stop Centers’ and ‘Nirbhaya Patrolling Units.’ Plans are in place to establish women’s help desks in every police station for quick assistance.
The expansion of roads and communication networks remains a government priority. 53 new security camps have been set up in Naxal-affected areas. Infrastructure efforts have linked previously cut-off regions to the mainstream. Between 2023 and January 2025, 49 roads spanning 243 km and 11 bridges have been completed. Additionally, 577 new mobile towers have been installed in Maoist-affected areas, and electrification efforts have accelerated, bringing electricity to remote villages for the first time.
The budget prioritizes security, law and order, and development, demonstrating the government’s commitment to eliminating Naxalism and establishing peace, progress, and stability in the state.
