Workshop Held to Improve Draft Registration Bill – 2025
Mumbai : A one-day workshop was recently organized in Pune by the Department of Registration and Stamps to gather suggestions for improving the Draft Registration Bill – 2025. The feedback from sub-divisional officers and staff across the state is expected to make the draft more effective and inclusive. Speaking on the occasion, Ravindra Binwade, Inspector General of Registration and Controller of Stamps, emphasized that this initiative is a decisive step toward Digital India, ensuring faster, transparent, and reliable services for citizens.
The workshop was chaired by Ravindra Binwade, during which the Deputy Inspector Generals of Registration and Deputy Controllers of Stamps delivered presentations leading to detailed discussions on each clause of the draft bill. The Draft Registration Bill – 2025 is a move to modernize the Registration Act of 1908, incorporating digital registration, Aadhaar-based verification, electronic documentation, and expanded lists of mandatory registrable documents.
Officers and staff from registration and stamp sub-divisions across the state actively participated in the deliberations, presenting citizen-centric, transparent, and digitally-driven recommendations.
A special focus was laid on data privacy, stressing the need for strict compliance with provisions of the Digital Personal Data Protection Act – 2023, especially in terms of data collection, usage, security, and third-party sharing.
Additional suggestions included:
- Establishing offline registration centers in rural areas
- Implementing digital literacy programs
- Enforcing robust data encryption and audit frameworks
- Ensuring clarity in the process for registration cancellations and making notice issuance mandatory
- Creating an independent Registration Dispute Resolution Authority
Senior officials present at the workshop included Additional Controller of Stamps Sanjay Chavan, Special Duty Officer Rajendra Muthe, Deputy Secretary Satyanarayan Bajaj, Superintendent of Stamps Ashok Patil, and Deputy Inspector General of Registration (Headquarters) Udayraj Chavan among others.
It was collectively expressed that once implemented, the Registration Bill – 2025 will streamline, secure, and modernize the registration process for all stakeholders.
