MCS, MIS, and MF&AS Officer Trainees Meet Lieutenant General Vijay Kumar Singh
Aizawl, Sept 2025: Thirty-four officer trainees of the Mizoram Civil Service (MCS), Mizoram Information Service (MIS), and Mizoram Finance & Accounts Service (MF&AS), currently undergoing foundation training at the Administrative Training Institute (ATI), MINECO, Aizawl, met Lieutenant General (Dr) Vijay Kumar Singh, PVSM, AVSM, YSM (Retd) at the Durbar Hall, Raj Bhavan today.

Lieutenant General (Dr) Vijay Kumar Singh advised the trainees on the importance of leadership, dedication, and integrity in public service. He emphasized that the training program is crucial for equipping them with essential knowledge and skills, which they must apply with sincerity and competence in their future roles. He encouraged the trainees to develop decision-making abilities, strategic thinking, and a sense of responsibility to handle challenging situations effectively.
He also highlighted the growing importance of digitization in governance and urged the trainees to develop the necessary skills to implement policies efficiently and responsibly. He stressed that officers should remain well-informed and proactive, continuously updating their knowledge to serve the public effectively.
During the session, ATI Director Pi Rita Lalnunmawii Pachuau briefed the trainees about ATI’s history and its training programs. She noted that in the current financial year, ATI is conducting 24 state-funded trainings and 32 trainings funded by the Department of Personnel & Training (DoPT).
The meeting was facilitated by Pu Lalngaihzuala, PS to the Governor, and Pu Ajit Roy, Secretary to the Governor, who also addressed the trainees.
