Chief Electoral Officer Reviews Preparations for Special Intensive Revision; SIR Process to Run from Oct 28, 2025 to Feb 7, 2026

Jaipur, Oct 2025 : Chief Electoral Officer Naveen Mahajan on Wednesday reviewed district-wise preparations for the Special Intensive Revision (SIR) program. Through a video conference from the Secretariat, he issued detailed instructions to all Divisional Commissioners and District Election Officers. Representing the Election Commission of India, Zonal Officer and Deputy Election Commissioner Bhanu Prakash Ataru also addressed the meeting.

Mahajan informed that detailed discussions and directions have already been issued to districts regarding training of BLOs and supervisors, communication with political parties, media management, restructuring of polling stations, and promotion of online form submissions.

Training for BLOs, Volunteers, and Helpdesk Staff

The CEO emphasized that Booth Level Officers (BLOs) are the most crucial link in the SIR process. He said all BLOs and supervisors have been trained, and refresher sessions will soon be held under new guidelines. BLOs will maintain daily progress records, which will be monitored at supervisory, ERO, DEO, and CEO levels. He also directed that training programs be organized for volunteers and helpdesk staff.

Advisory Issued for BLOs

During the SIR process, BLOs are required to wear their identification cards, ensure timely completion of all tasks, record daily progress, and update required information on the BLO App. They must also work in close coordination with Booth Level Agents (BLAs).

Mapping of Current Voters with Previous SIR Lists

Mahajan stated that all states’ voter lists have been uploaded on https://voters.eci.gov.in/ and are also available on the CEO Rajasthan website. He instructed that wherever a current voter’s parents or grandparents appear in the previous SIR voter list, family linkage mapping should be verified and completed. In Rajasthan, 70% of voters have already been mapped, and the goal is to reach 85% soon, reducing the need for voters to submit additional documents.

Additional District Election Officers Appointed

To address urban voter apathy, Mahajan said Municipal Commissioners of Jaipur, Jodhpur, Kota, Ajmer, Udaipur, Bikaner, and Bharatpur have been appointed as Additional District Election Officers. This will help strengthen voter mapping and facilitate easier submission of enumeration forms by urban voters during the special revision process.

Engagement with Political Parties and Media

Mahajan directed all DEOs to brief representatives of recognized political parties through presentations about all aspects of the SIR. They were also asked to discuss the appointment status of Booth Level Agents (BLAs) and encourage maximum participation to ensure transparency and fairness.

He instructed that district-level media cells remain vigilant. Only the District Election Officer (DEO) will serve as the authorized spokesperson at the district level, issuing regular press releases and social media updates. Awareness campaigns should be conducted at schools, colleges, and panchayat levels to promote online voter registration, and self-help groups and Rajsakhis should be involved to encourage women voters.

Deputy Election Commissioner Bhanu Prakash Ataru directed all DEOs to maximize voter mapping for greater convenience and to ensure that all officials involved in the electoral process are well aware of constitutional provisions governing their duties.
