Change Coming in the Lives of Workers through the Efforts of the State Government

25 Years of Departmental Achievements under the Labour Department

Raipur, Oct 2025 : At the time of the formation of Chhattisgarh State, out of 16 districts, Labour Offices were operating in 9 districts and Industrial Health & Safety Offices in 4 districts.
At present, Labour Offices are operating in all 33 districts of the state, Industrial Health & Safety Offices in 10 districts, and a State-level office of the Industrial Hygiene Lab was started in Raipur in 2008.

After the formation of the state, Chhattisgarh Building and Other Construction Workers Welfare Board was constituted in 2008, and Chhattisgarh Unorganized Workers State Social Security Board in 2011.
In these Boards, facilities have been provided for online registration, renewal, and application for various schemes through the departmental portal / Shramev Jayate mobile app, and workers are being benefited under various schemes through DBT (Direct Benefit Transfer).

Departmental Achievements under the Labour Department (25 Years)

52,75,618 organized/construction/unorganized workers registered

As of 31 July 2025,

  • 5,41,920 organized workers are registered under the Chhattisgarh Labour Welfare Board,
  • 30,21,624 construction workers under the Chhattisgarh Building and Other Construction Workers Welfare Board, and
  • 17,12,074 unorganized workers under the Chhattisgarh Unorganized Workers State Social Security Board.

Thus, a total of 52,75,618 organized, construction, and unorganized workers are registered under the Boards functioning within the department.

Since the formation of the state, 57,24,745 workers have been benefited with ₹23,70,24,56,757 (twenty-three billion seventy crore twenty-four lakh fifty-six thousand seven hundred fifty-seven rupees).

Under the Labour Welfare Board, 80,713 organized workers have been benefited up to 31 July 2025 with ₹26 crore 56 lakh 2 thousand 131.
Under the Building and Other Construction Workers Welfare Board, 51,72,579 construction workers have been benefited with ₹19 crore 82 lakh 69 lakh 48 thousand 448.
Under the Unorganized Workers State Social Security Board, 4,71,453 unorganized workers have been benefited with ₹3 billion 60 crore 99 lakh 6 thousand 178.
Thus, since state formation, 57,24,745 workers have received benefits totaling ₹23,70,24,56,757.

24×7 Worker Assistance Centre

For protection of workers’ benefits, assistance, and resolution of grievances, a Chief Minister Worker Assistance Centre (Helpline Center) is operated 24×7 at Raipur at the state level.
At the district level, district-level centres and in all development blocks, Chief Minister Labour Resource Centres are being operated, through which, up to 31 July 2025, 84,810 construction workers have been assisted in registration and scheme applications.

Under Ease of Doing Business, registration, renewal, modification of factories, shops & establishments, contractors, etc., and registration, renewal, modification, and applications/approvals for schemes in Boards are being done online through the departmental web portal and Shramev Jayate mobile app.

Employers have also been provided the facility to maintain registers/records in digital form and submit integrated annual returns online.

National Award for E-Governance

The Ministry of Personnel, Public Grievances, Government of India, New Delhi, awarded the Chhattisgarh Labour Department the National Award for E-Governance (Gold Award) for 2020–21 for ‘E-Shramik Seva’ under the category of ‘Universal Access,’ along with a prize money of ₹2 lakh.

To ensure protection, welfare, and social security of migrant workers, the Chhattisgarh State Migrant Workers Policy, 2020 was implemented from 19 July 2021 in coordination with various departments, under which online maintenance of Migration Register has been arranged.

Atal Excellent Education Scheme for Workers’ Children

As per the announcement by the Chief Minister and the directions of the Labour Minister, Chhattisgarh Building and Other Construction Workers Welfare Board launched the ‘Atal Excellent Education Scheme’ from 8 January 2025, enabling children of registered construction workers to study free of cost in excellent private schools.

Under the scheme, the first two children of construction workers registered for at least one year are admitted to Class 6 and provided quality free education in residential schools up to Class 12. Presently, 100 children of workers are studying in various schools.

A lump-sum assistance of ₹1 lakh is provided for purchase or construction of houses for construction workers.
Up to 31 July 2025, 2,278 construction workers have been provided housing assistance under this provision.

Pension Scheme for Construction Workers

Registered construction workers aged 60 years or above, who have been registered for at least 10 years, are provided a monthly pension of ₹1,500.
Under the Shaheed Veer Narayan Singh Shram Ann Yojana, registered construction, unorganized, and organized workers are provided hot and nutritious meals for ₹5.

In 17 districts, 37 Shram Ann Yojana Centres are operating, where about 8,000 workers receive hot meals daily.


Directorate of Employees’ State Insurance Services

Under the Employees’ State Insurance Act, 1948, the Employees’ State Insurance Scheme—aimed at providing social security to workers—was initially applicable only to factories, cinema halls, transport, and commercial establishments.

After state formation, it has also been extended to private aided educational and medical institutions and local bodies like municipal corporations, municipalities, municipal councils, and other local bodies run by the state government.

Free Medical Benefits

After the formation of Chhattisgarh, the ESIS scheme has been extended to all areas of 15 districts and urban areas of 17 districts.
Before state formation, around 30,000 workers were insured and availing free medical benefits through ESIS dispensaries.
Now, the number has increased to 6,25,000.

Earlier, only 6 dispensaries were operational in the state, which has now increased to 42.
To provide better medical facilities, 100-bedded hospitals have been constructed in Raipur, Korba, Bhilai, and Raigarh by the Employees’ State Insurance Corporation.


Cashless Medical Facilities for Insured Beneficiaries

Before state formation, insured beneficiaries had to bear inpatient treatment expenses themselves and later claim reimbursement.
After formation, from 2014 onwards, private hospitals were authorized to provide cashless secondary care medical facilities to insured beneficiaries.

To provide better medical services and ensure quick case resolution, the Chhattisgarh Employees’ State Insurance Society was formed in 2018, benefitting registered workers.
