RSF Declares Unilateral Three Month Humanitarian Ceasefire in Sudan Conflict.

Sudan’s paramilitary Rapid Support Forces (RSF) has declared on 24th November, 2025 of a unilateral three-month ceasefire, a day after its rival, the Sudanese Armed Forces, rejected an international ceasefire proposal. In response to international efforts, including the initiative of US President Donald Trump and the Quad mediators, we are announcing a humanitarian truce providing for a cessation of hostilities for three months“, RSF commander General Mohamed Dagalo said in a recorded video address.

The civil war, which began in April 2023, has effectively split Sudan between the Sudanese army and the RSF. The conflict has killed tens of thousands of people and displaced at least 13 million. About 30 million, more than half of the population, are facing hunger, with famine declared in El Fasher and other areas of Darfur.

In his speech, General Dagalo said Sudan is going through “one of the most critical moments in its history”, and said stopping the bloodshed was “an urgent duty“.

The Quad group comprising the US, the UAE, Saudi Arabia and Egypt has proposed a plan for a three-month truce followed by peace talks.

Before Monday’s announcement, in a meeting with his top officers, Sudanese army chief General Abdel Fattah Al Burhan had accused US envoy Massad Boulos of acting as “an obstacle to peace” and said the Quad group had become “biased” in favour of the RSF. While he thanked Saudi Crown Prince Mohammed bin Salman for Riyadh’s role in the mediation process, General Al Burhan claimed that the peace talks had drifted off course. “This mediation is biased, especially the US envoy. Massad Boulos speaks to us as if he is laying down conditions, and we fear he may become an obstacle to peace”, General Al Burhan said.

The announcement comes amid a renewed push from the US to end the war. Last week, Mr Trump said that he would help to push for an end to the conflict after a request from Prince Mohammed. “It was not on my charts to be involved in, I thought it was just something that was crazy and out of control. But I just see how important that is to you and to a lot of your friends in the room, Sudan, and we’re going to start working in Sudan”.

In a post on Truth Social, Mr Trump later said the US would work with the Quad to end the conflict.

Tremendous atrocities are taking place in Sudan. It has become the most violent place on Earth and, likewise, the single biggest humanitarian crisis”.

Sheikh Abdullah bin Zayed, UAE Deputy Prime Minister and Minister of Foreign Affairs, met Massad Boulos, White House adviser on African and Arab Affairs, in Abu Dhabi on Monday to discuss regional developments and the Sudan conflict. The two side has discussed developments in the civil war and ways to enhance efforts aimed at ending the crisis, with an emphasis on protecting civilians and ensuring the delivery of humanitarian aid.

During the meeting, Sheikh Abdullah commended the efforts of US President Donald Trump to achieve peace. Last week, Mr Trump said he would work on ending the conflict after speaking with Saudi Crown Prince Mohammed bin Salman during his visit to Washington.

Sheikh Abdullah affirmed the UAE’s support for these efforts and for all regional and international initiatives aimed at reaching an immediate and unconditional ceasefire, He highlighted the UAE’s support for a politically driven, civilian-led process to resolve the crisis.

Massad Boulos this month urged warring parties in Sudan to immediately agree to a ceasefire. Sudan’s warring forces have agreed in principle to a three-month humanitarian truce, but the deal has not yet been introduced. In his post on X, Boulos have asserted, “The United States urges the parties to the conflict in Sudan to immediately agree to and implement the proposed humanitarian truce. The suffering of civilians has reached catastrophic levels, with millions lacking food, water and medical care“.

Earlier, the UAE had accused Sudan’s army chief of obstructing efforts to end the civil war. Reem Al Hashimy, Minister of State for International Co-operation, said General Abdel Fattah Al Burhan was refusing peace overtures after he delivered stinging criticism of US and Saudi-backed mediation efforts.

In his rejection of the US peace plan for Sudan and his repeated refusal to accept a ceasefire, he demonstrates consistently obstructive behaviour. This must be called out. The Sudanese people bear the heaviest cost“.

Ms Al Hashimy said the UAE welcomes efforts led by US President Donald Trump to end the fighting between Sudan’s army and the paramilitary Rapid Support Forces, which began in 2023. “The UAE remains gravely concerned by the conduct of both warring parties whose escalating military actions and continued refusal to facilitate humanitarian access are driving Sudan further into collapse“.

Meanwhile, Massad Boulos had accused the Quad of issuing three separate proposals. “The first completely contradicts everything we stand for, so we drafted our own road map and sent it back to them. They submitted a second paper and a third one, and the last was the worst”.

In September, the Quad countries proposed a three-month humanitarian truce to be followed by a long-term ceasefire and a civilian-led government that shepherds a transition process to restore democratic rule. General Al Burhan said the army would not accept any ceasefire without the withdrawal of RSF fighters from territory they seized.

But finally, yesterday, RSF has agreed to abide by a three-month truce.
