India Calls For Fit For Purpose UNSC Reforms To Tackle Contemporary Challenges.

“Leadership for Peace”, has criticised the Council’s outdated structure, noting that the 08 Decade Old practices have increasingly become obstacles to the body’s ability to maintain international peace and security, while simultaneously reiterating its call for comprehensive reforms of the United Nations Security Council (UNSC), describing them as an “urgent global imperative” to effectively address

contemporary global challenges.

India’s Permanent Representative has asserted that the current configuration of the Security Council is

largely frozen in time and no longer reflects present-day geopolitical realities. “Structural and systemic elements in the 08 Decade Old architecture of the Council act as retardants in efforts to maintain international peace and security. The current Security Council configuration is largely frozen in time“.

Quoting UN Secretary-General Antonio Guterres, the Indian envoy said, “We can’t create a future fit for our grandchildren with systems built for our grandparents“, underscoring the urgency of reforming the Council to make it fit for purpose in tackling modern challenges. “Reforming the Security Council to make it fit-for-purpose to tackle contemporary challenges is an urgent global imperative“, the Ambassador added.

Parvathaneni stressed that reforming the Security Council is a pressing global necessity and called for the Intergovernmental Negotiations (IGN) framework on UNSC reform to move forward in a meaningful manner. He said the framework, launched to advance Council reform, has so far remained largely unproductive and must transition to time-bound, text-based negotiations at the earliest, emphasising the need to enhance representation from under represented and unrepresented regions, in line with current global realities.

India has consistently advocated for reforms of the UNSC to make it more representative, inclusive, transparent, and effective.

In his speech the Indian Ambassador has sharply criticised Pakistan’s domestic political situation at the United Nations Security Council, flagging Islamabad for jailing former Pakistani Prime Minister Imran Khan and allowing its armed forces to engineer a “constitutional coup” through the new 27th amendment, which granted lifetime immunity to its Chief of Defence Forces, Asim Munir.

Referring to Pakistan’s democratic crisis during the UNSC open debate on “Leadership for Peace”, Harish Parvathaneni, said that Islamabad has a “unique way of respecting the will of its people”, pointing to the imprisonment of Khan along with the banning of the ruling political party and granting so much power to the military letting its armed forces engineer a constitutional coup through the 27th

amendment and giving lifetime immunity to its Chief of Defence Forces“.

The remarks were part of India’s broader rejection of Pakistan’s claims over Jammu and Kashmir, which New Delhi termed “unwarranted” and reflective of Islamabad’s “obsessive focus on harming India”. The Indian Envoy was referring to the imprisonment of former Pakistani PM Imran Khan, who has been serving a sentence in the EUR 190 million corruption case since August 2023, as well as facing trials under the Anti-Terrorism Act related to the May 9, 2023, protests. His party, Pakistan Tehreek-e-Insaf (PTI), has voiced serious concern over a recent report by United Nations Special Rapporteur on Torture, Alice Jill Edwards, alleging that the party founder is being subjected to degrading and inhuman treatment during his incarceration at Adiala Jail.

While referring to the 27th Constitutional Amendment Bill, which issued a sweeping reform measure aimed at restructuring the country’s military and judicial systems. The Bill comprised 59 clauses that introduced significant changes to the military command structure and judiciary, including the creation of a Federal Constitutional Court (FCC) that will share powers with the Supreme Court, particularly in constitutional matters. Under the act, Pakistan’s Chief of Army Staff would now assume the title of Pakistan’s Chief of Defence Forces, while honorary ranks such as Field Marshal, Marshal of the Air Force, and Admiral of the Fleet would remain lifetime titles.

The Act also introduced limitations on presidential immunity in certain circumstances and restructured the judicial commission responsible for the appointment and transfer of judges.

The envoy delivered a stinging rebuttal to Pakistan at the United Nations Security Council Open Debate on “Leadership for Peace”, firmly rejecting Islamabad’s claims over Jammu and Kashmir’s “unresolved disputes” as “unwarranted”, reiterating that the Union Territory along with Ladakh are an integral and inalienable part of India, and emphasising that they “were, are, and will always remain so“.

Referring to Pakistan’s comments during the debate, Parvathaneni, labelled Pakistan as the “global epicentre of terror” while calling it out for using the UN platform to further its obsessive focus on harming India and its people. He added that Pakistan, pursuing a divisive agenda, undermines its international responsibilities as a non-permanent UNSC member. “I refer to the statement made by the representative of Pakistan today. India would like to reiterate that the Union Territories of Jammu & Kashmir and Ladakh are an integral and inalienable part of India. They were, are, and will always remain so. Pakistan’s unwarranted reference to Jammu & Kashmir in today’s open debate attests to its obsessive focus on harming India and its people”.

A serving non-permanent Security Council Member that chooses to further this obsession in all meetings and platforms of the UN in pursuit of its divisive agenda cannot be expected to fulfil its designated responsibilities and obligations“, he added. Highlighting Pakistan’s long record of

sponsoring terrorism, the Indian envoy strongly defended New Delhi’s decision to place the Indus Waters Treaty in abeyance.
