Davos Visit to Attract Knowledge, Technology and Foreign Investment – CM Devendra Fadnavis

Announcement of the Third Mumbai’s Raigad–Pen Growth Centre; Investment of ₹1 Lakh Crore Expected

Davos, Jan 2026 : Chief Minister Devendra Fadnavis said here today that the Davos visit undertaken on the occasion of the World Economic Forum’s annual meeting in Switzerland is a significant effort to attract knowledge, technology and foreign investment to India and, in turn, to Maharashtra. On the second day of the visit, the Raigad–Pen Growth Centre was announced as the first city of the Third Mumbai.

Today, primarily strategic Memoranda of Understanding were signed. These included technical MoUs with the University of California, University of Berkeley, Technical University of Munich, Urban Futures Collective – London, ICCI–Italy, Ålborg Tuning Institute, Norwegian Geotechnical Institute, and Surbana Jurong of Singapore in the field of urban planning. Through these collaborations, not only investment but also large-scale industrial development driven by knowledge and technology will be possible, enabling effective work across various sectors. Agreements related to urban planning and transport will help improve the structure of transport facilities in cities.

The Davos visit enables access to knowledge, technology and foreign direct investment (FDI), which greatly benefits the country and the state. This year, meaningful dialogue and coordination were achieved with leading companies in the fields of urban planning and transport systems, Chief Minister Fadnavis said.

MedTech Collaboration to Deliver Healthcare to the Last Mile

The state is striving to ensure quality and prompt healthcare services reach the last citizen. In this context, positive and productive discussions were held at Davos during a session on medical technology, the Chief Minister said. A roadmap for healthcare facilities in the state has been finalized, with efforts underway to create a strong MedTech startup ecosystem. To this end, an agreement has been signed with one of the world’s best companies that have developed such ecosystems.

Raigad–Pen Growth Centre Announced; Creation of a New Business District

The Growth Centre will be developed 15–20 kilometers from the Navi Mumbai International Airport, and its announcement was made in Davos. Permissions for this project had been in process for the last three to four years, and following their approval, the first city of the Third Mumbai has now been announced, Chief Minister Fadnavis said.

This will be a “plug-and-play” facility, allowing businesses to start operations immediately. It will be the country’s first such public–private partnership (PPP) project, with the government, MMRDA and private stakeholders working together. A new business district will be developed here, generating high-paying jobs, global capability centres and a strong fintech ecosystem. On the lines of Mumbai’s BKC, a major business district will be established.

Following the announcement of this city, MoUs involving investments of approximately ₹1 lakh crore have been signed. Leading global companies have responded enthusiastically, including South Korea’s Havana Group, Switzerland’s SSB Group and Ensar, US-based FedEx Group, Finland’s RiverRecycle Group, Dubai’s MGSA Group, Singapore’s Mapletree (Spaces Holding), GNV and IndoSpace Parks Group, and US-based Tribeca Developers. These foreign investments will help build a world-class city with “walk-to-work” facilities. Thus, the first city of the Third Mumbai is now set to become a reality, the Chief Minister announced.

Maharashtra Pavilion Emerges as a ‘Magnet’ at Davos

The Magnetic Maharashtra Pavilion at Davos emerged as a major attraction. Entrepreneurs and investors from various sectors, along with eminent personalities from India, visited the pavilion. Chief Minister Devendra Fadnavis, Industries Minister Dr Uday Samant and the Maharashtra delegation welcomed the visitors.

During the visit, Chief Minister Fadnavis met India’s Railway Minister Ashwini Vaishnaw at the India Pavilion and extended his greetings.

Meetings with Global Leaders

Chief Minister Fadnavis held discussions with World Bank President Ajay Banga on developing a Green Industrial Corridor in Maharashtra, which could attract substantial foreign investment and boost competitiveness and export capacity in the MSME sector through government–bank cooperation.

He also met Bermuda’s Prime Minister David Burt, with discussions focusing on inclusive development, people-centric governance and innovation. Maharashtra is positioning itself as a welcoming partner for international cooperation, aiming to build transparent, reliable and long-term systems and strong global relationships.

Hyundai Chairman Sung Kim met the Chief Minister and expressed happiness about Hyundai’s presence in Maharashtra. He praised the state’s EV policy and announced plans to introduce five new EV models. Discussions also covered Hyundai’s CSR initiatives in education, training and skill development, and an invitation was extended to inaugurate Hyundai’s Pune project.

JBIC Governor Hayashi Nobumitsu highlighted major green investment opportunities in Maharashtra in EV buses and urban mobility under India–Japan cooperation.

AP Moller–Maersk CEO Vincent Clerc met the Chief Minister and indicated terminal investment opportunities worth USD 2.5 billion, also discussing the India–EU supply chain corridor.

Finland’s Minister for Foreign Trade and Development Ville Tavio met the Chief Minister to discuss India–Finland cooperation, including plans to organize a circular economy conference in Mumbai in May–June.

Israel Innovation Authority Chairman Alon Stopel discussed partnerships in innovative research areas. Hewlett-Packard Chairperson Patricia Russo and Senior Vice President Bhawna Agarwal met the Chief Minister to explore enhanced cooperation in AI-driven security solutions and digitization.

Antora Energy CEO Andrew Ponec discussed thermal energy storage solutions and zero-carbon industrial heat. The Chief Minister also met MIT Media Lab Executive Director Jessica Rosenworcel.
