May 2026, Lucknow : Chief Minister Yogi Adityanath on Wednesday reviewed the Public Works Department’s action plan for the year 2026-27 through video conferencing. District magistrates, ministers and public representatives from all districts of the state were present during the meeting.
In the meeting, the Chief Minister gave clear instructions that there should be no compromise on standards, quality and timeliness in development works.
He added, “Development proposals should be prepared according to local requirements from every district and sent within one week. The action plan will receive government approval in the first week of June. For this, district magistrates should hold meetings with public representatives and finalize development plans on a priority basis.”
Chief Minister said, “Bhoomi pujan and foundation stone laying ceremonies for development works should be conducted by the concerned public representatives only.”
He clearly stated that public representatives are not responsible for departmental shortcomings or mistakes of contractors. Ensuring the quality of development works and completing works within the fixed timeline is the responsibility of departmental officers.
Chief Minister stated, “Connectivity and strong infrastructure are the lifeline of economic progress for any state. Roads, bridges and connecting routes are not just means of transportation, but also mediums for boosting trade, employment and social development.”
He directed officials to avoid the tendency of ‘pick and choose’ while preparing proposals and to give equal importance to the needs of every area.
Chief Minister directed all district magistrates and chief development officers to appoint a nodal officer for every project being carried out in the district, who will regularly monitor the progress of work and ensure quality.
He added, “Projects approved last year should be reviewed and their progress reports should be sent to the government on time. Instructions were also given to the Public Works Department to send separate teams to every district for field inspection and independent review of works.”
During the meeting, the Chief Minister also described helipad construction as necessary in view of emergency situations.
He said, “Helipads prove extremely useful during natural disasters, health emergencies or other crisis situations. Keeping this in mind, helipads should be built near every block, tehsil and district headquarters.”
Chief Minister also directed that the Public Works Department should take responsibility for their maintenance and a fixed fee system should also be developed for their use.
Referring to the impact of global conditions on the availability of fuel and bitumen, the Chief Minister directed the Public Works Department to adopt technical innovations. He stated, “The department would have to bring practical improvements in its working style according to changing conditions.”
Chief Minister directed that quality CC roads should be constructed on rural roads up to two kilometres as per requirement.
He also instructed that instead of GSB, CTSB (Cement Treated Subbase) and instead of WMM, Cement Treated Base technology should be given priority to reduce bitumen consumption, so that road construction becomes more durable and cost-effective.
Praising the Urban Development Department’s “CM Grid” scheme, the Chief Minister said it is an important initiative to strengthen urban connectivity, but there is a need to increase its pace further. He said the Urban Development Department should prepare proposals according to local needs and ensure better roads and connectivity reach every mohalla and colony of the state.
During the meeting, a detailed presentation was also given by the Public Works Department. Officials informed the Chief Minister that under 17 heads of the department, more than 30,000 proposals have been received so far for the current financial year 2026-2027.
Chief Minister directed that priorities should be fixed for all proposals and schemes should be implemented on the ground in a phased and time-bound manner so that the benefits of development can reach the last person.
On this occasion, Union Minister of State for Fisheries, Animal Husbandry and Dairying Mr. S P Singh Baghel, Uttar Pradesh Minister of State (Independent Charge) for Forest and Environment Mr. Arun Kumar Saxena, Minister of State for Public Works Mr Brajesh Singh, along with Additional Chief Secretaries, Principal Secretaries and senior officials of various departments were present.
