Inter-Ministerial Committee Finalizes Operational Guidelines for Paddy Procurement of Rabi crop KMS 2025-26

Bhubaneswar, May 2026 : A high-level Inter-Ministerial Committee meeting held today to finalize the operational framework and administrative instructions for paddy procurement during the Kharif Marketing Season (KMS) 2025-26. Chaired by the Hon’ble Deputy Chief Minister, Shri Kanak Vardhan Singh Deo, along with Revenue & Disaster Management Minister Shri Suresh Pujari joined by VC from Deogarh, FS&CW Minister Shri Krushna Chandra Patra, and Cooperation Minister Shri Pradeep Bal Samanta, Panchayati Raj Minister Shri Rabi Narayan Naik the committee to establish a seamless, highly regulated procurement environment across all districts. emphasis should be given on small & marginal farmers said by the Hon’ble Dy CM Shri Singh Deo.

To safeguard the interests of genuine farmers and eliminate systemic leakages, the state has issued a comprehensive suite of digital and physical enforcement mandates. District Collectors have been directed to conduct daily operational reviews alongside field inspectors and civil society organizations. Key directives include the strict enforcement of border sealing to eliminate unauthorized out-of-state paddy, the implementation of a mandatory IRIS scan during farmer arrival at Mandis, and the absolute requirement that paddy weighment occurs exclusively inside designated Mandis. Furthermore, a strict digital accountability mechanism dictates that any procurement-related complaint uploaded to the FS&CW grievance portal must be resolved within 24 hours by a dedicated nodal officer. A dedicated toll-free Grievance Redressal Call Center (1967) has been integrated directly with the Head Office control rooms.

Concurrently, the committee under the chairmanship of Hon’ble Dy Chief Minister Shri Singh Deo emphasized strict infrastructural readiness and logistical tracking to streamline the procurement workflow. A seamless coordination framework has been established across the Revenue, Cooperation, Police, Transport, and Agriculture departments, supported by the mandatory implementation of a Vehicle Tracking System (VTS) in every district. For on-ground operations, districts must guarantee essential amenities at Paddy Procurement Centres (PPCs)—including rest sheds, toilets, and drinking water—alongside functional 24×7 CCTV surveillance, adequate lighting, and sufficient tarpaulins to protect yield from weather hazards. Finally, the committee ordered that testing equipment be calibrated by the Legal Metrology Department and fully functional before procurement operations officially commenced.
It is worth noting that in Kharif 2025-26, a total number. of 18, 84, 628 farmers sold their paddy, which is 77,48,083 MT. 5.48% of procurement growth and 14% of farmer growth has been seen in KMS 2025-26.

To handle the expanded volumes, the state is actively managing Paddy Procurement Centres. Furthermore, the Food Corporation of India will create dedicated new godowns in high-yield belts to maximize storage capacity.

Principal Secretary, FS&CW Shri Sanjay Kumar Singh, Commissioner-cum-Secretary, Cooperation Shri Rajesh Pravakar Patil, Commissioner-cum-Secretary, AG&FE Shri Sachin Ramchandra Jadhav, and Senior officers from Agriculture, Food Supply, Cooperation, PR&DW Dept are present during the meeting.
